Predator up for parole
Watkins to oppose move in Columbus
WARREN — On Wednesday, Trumbull County Prosecutor Dennis Watkins, several of his staff and two of Paul Czoka’s victims will travel to Columbus to oppose his bid for freedom before the state parole board.
Czoka, now 78, was sentenced July 24, 1992, by former Trumbull County Common Pleas Court Judge Mitchell Shaker to a term of 14 to 55 years in prison on two counts of rape and two counts of pandering obscenity involving minors. Czoka’s victims were 5, 6 and 7 at the time, and were relatives of an ex-girlfriend.
The obscenity charges involved Czoka taking pictures and videos of himself and the young victims during these sex acts.
“Watkins is sending pictures (with the knowledge of the victims) that have been edited and show Czoka around age 40 having a creepy look of lust. These pictures were produced by Czoka using a tripod in the bedroom where one of his many rapes of kids took place. He wanted to have movies and photographs so he could see them again and again to wet his appetite. He deserves to serve his maximum sentence which is until 2047,” a news release from Watkins’ office states.
Czoka is serving his sentence at the Pickaway Correctional Institution and his last parole hearing was in 2021.
Reports stated Czoka drove along Robbins Avenue in Niles, calling young girls to his car and enticing them with toys and candy.
Because of his relatively good prison record, Watkins said that many prisoners learn to play the game to get released on parole.
“In other words, it’s a learned remorse syndrome. Good behavior in prison does not necessarily equate with good behavior outside prison confinement,” Watkins states in the release.
“Evidence as far back as 1971 establishes that Czoka is a picture-ugly lifetime sexual predator.
“If he serves his full sentence (2047), Czoka will be 99 years old and provide society more years of not worrying about what he is doing.”
