WHAT: Trustees meeting Nov. 12
PRESENT: Frank Dillon, James LaPolla and Matthew Vansuch
Trustees:
• Authorized Fiscal Officer Thomas Krispinsky to supplement $26,000 to the Ohio Police and Fire Pension Fund from unbudgeted fund money.
• Authorized Krispinsky to transfer $350,844 out of the general fund and divide it into the police district and fire / EMS 2019 funds. The money is the township’s lodging tax received in 2025.
• Approved increasing township administrative assistant Brittney McDaniels’s hourly wage to $23.43, effective Dec. 1.
• Approved declaring structures at 3283 Niles Road a public nuisance and authorized their demolition through the Trumbull County Land Bank with funding from the Ohio Department of Development’s building demolition and site revitalization program. The structures were declared defective and unsafe by the county’s building inspection department and the Howland Fire Department.
• Approved authorizing John Tricomi and Associates to appraise 1310 Niles Cortland Road to determine its fair market value and engage with the property owner to acquire the parcel by contract on reasonable terms to add to the township’s cemetery.
• Accepted a donation of property located at the southeast corner of state Route 82 and North River Road from Sons LLC. The 10.38 acres of property will be managed similarly to other township-owned lands in the Mosquito Creek Floodplain Corridor.
• Authorized Township Administrator James Pantalone, Krispinsky, Public Works Director David McCann and the Trumbull County Engineer’s Office as the chief executive officer, chief financial officer and project managers for the Ohio Public Works Commission 2026 Castlerock, Carriage Hill, Etc. resurfacing.
• Authorized McCann and Pantalone to prepare and apply to participate in the OPWC state capital improvement or transportation improvement projects and execute contracts as required.
• Heard from Krispinsky, who certified the township has the $550,000 in its Road and Bridge Fund, which will be used to pay the local share for OPWC 2026 Castlerock, Carriage Hill, Etc. resurfacing. Trustee Matthew Vansuch abstained on all resolutions about the project, explaining it was because he had found out his road was on the full list moments before the meeting.
• Approved Steve Chirappa’s resignation as a full-time firefighter and medic, effective Nov. 14.
• Approved applying for the Ohio Department of Commerce, Division of State Fire Marshals 2026 Fire Department Individual Equipment Grant. If awarded, the grant will pay up to $15,000 with no township match.
