Commissioners extend medical contract for jail

WARREN — Trumbull County commissioners voted Wednesday to extend the deadline for companies seeking to provide medical care for prisoners in the Trumbull County jail to Oct. 28, but it may not matter because the current provider has indicated he plans to take advantage of an extension option on his contract.

The Trumbull County sheriff has been accepting applications from physicians and medical companies interested in providing medical care within the jail in 2026.

Dr. Phillip P. Malvasi is under contract with the county to provide medical care in the jail. However, Malvasi had not formally informed the county whether he would be seeking an extension to continue providing medical services into next year.

Malvasi previously signed a three-year contract to provide medical services to the Trumbull County jail at an annual cost of $1,098,000. Malvasi was provided the option to extend the contract on a one-year basis for two additional years.

The county and Malvasi in 2024 agreed to extend the contract by a year, but increased the amount he would be paid by $94,198 to address rising medical malpractice insurance costs.

The additional amount was split between the county, NEOCAP and the Juvenile Justice Center.

After Wednesday’s meeting, Commissioners Denny Malloy and Tony Bernard were informed by Malvasi that he intends to accept the fifth optional year of the contract. An official letter stating he intended to continue to provide service was sent late Wednesday afternoon.

“He has done a great job,” Malloy said. “We have had zero complaints over the last year.”

The original deadline for vendors to turn in contract applications was supposed to be Oct. 14.
