Warren dad charged with leaving kids unattended while intoxicated

WARREN — A 35-year-old man pleaded not guilty Wednesday to charges after police say they found him asleep in a vehicle under the influence of drugs while he was supposed to be caring for four children, according to a Warren police report.

Michael Hover, of Somerset Street SE, pleaded not guilty when he appeared before Warren Municipal Court Judge Natasha K. Natale on three misdemeanor counts of endangering children and one misdemeanor count of drug paraphernalia possession.

A no-contact order was issued against Hover. He cannot have contact with minor children unless approved by children’s services. He will appear before Judge Patty Knepp on Oct. 21.

The report states the incident occurred Tuesday about 12:20 a.m., when officers were dispatched to the 2000 block of Somerset Street SE following reports of a possible overdose in the driveway of a residence. According to the report, officers arrived first and located the man, later identified as Hover, asleep in a vehicle in the driveway.

The report noted that the man was under the influence.

Officers found drug paraphernalia, including a crack pipe and a snort straw, in Hover’s possession. The report notes that he admitted to taking “an unprescribed Oxy tablet a few hours ago” when questioned at the jail.

The man said he was at home watching four children while their mother was at work. The mother told police she had been texting to check on him, expressing concern about his late-night activity.

Officers also spoke with the man’s mother who resides in Florida.

According to the report, the man’s mother said that she was talking to him on the phone and noted that he quit talking and fell asleep in the car while talking to her. She said that he sounded like he was high and when he stopped talking to her, she could only hear the crickets in the background.

A 13-year-old boy was asleep inside the home and heard a 5-month-old girl crying in the living room while he was outside. The mother stated that “typically, she would not allow her 13-year-old son to watch any of the other three children, especially not the infant,” according to the report.

Police determined that the man, while responsible for the children, “went out to his vehicle in the driveway and while talking to his mother in Florida, fell asleep in his vehicle after using drugs,” the report states.
