$100K bond set for Warren man in pandering case
NILES — A 21-year-old Warren man appeared in Niles Municipal Court on Tuesday, pleading not guilty to a felony charge of pandering sexually oriented matter involving a minor.
Xavier Plummer, of Palmyra Road SW, was arraigned before Judge Christopher Shaker, who set bond at $100,000.
Plummer, who appeared via video, is accused of knowingly possessing and disseminating nude images of a teenage girl in April 2025.
During the hearing, Shaker issued a temporary protection order barring Plummer from any contact with the victim, including calls, texts, social media or other apps.
“You are not permitted to communicate, call, text or otherwise contact the victim in this case,” the judge said. “No Facebook, Instagram, any of the apps the kids use.”
A public defender was appointed, and he waived his preliminary hearing, which had been scheduled for today.
Weathersfield police announced the arrest on social media, noting that officers apprehended Plummer around 1:30 p.m. Monday and transported him to the Trumbull County jail.
“In April of 2025, our juvenile detective was informed of an incident pertaining to explicit photos of a juvenile,” the post stated. “Today … officers were able to apprehend suspect, Xavier Plummer, who was arrested on his warrant.”
According to a Weathersfield Township police report, officers arrested Plummer on Monday after finding him on a local bike trail with the alleged victim.
The incident prompted an investigation by the department’s juvenile detective unit, which seized a cell phone as evidence.
With assistance from the FBI, authorities recovered explicit photos of the juvenile from the device, leading to a warrant for pandering obscenities to a minor — a fourth-degree felony under Ohio law, punishable by up to 18 months in prison and a $5,000 fine.
