Warren Township

WHAT: Warren Township trustee meeting on Tuesday

PRESENT: Terry Ambrose, Kay Anderson and Robert Bush

Trustees:

l Heard from residents who live near the corner of Bane Street and Tod Avenue about bad odor from six to seven dogs, or possibly more, that are at 1140 Bane St. S.W. Residents told trustees they are concerned about the dogs and their treatment as well as cats and ducks at the home. They have contacted the Animal Welfare League which did check the animals. A petition was being circulated to have the county health department address the property due to the odor;

l Heard from Palmyra Road residents about property at 2970 Palmyra Road, where there are tall grass, poison ivy and dogs barking constantly. Zoning Inspector Norman Ashley reported he will contact the county health department since he received no response to a letter from the property owners;

l Heard from Road Superintendent Rick Jones the township is seeking state Issue 1 funds for 2015 with the help of the county for storm sewer installation at corner of Turner and Bishop streets in the Meadowbrook area to deal with flooding problems.

l Accepted an Assistance to Firefighters grant from the Federal Emergency Management Agency and Department of Homeland Security for the purchase of a $97,000 brush / fire attack apparatus with the federal cost of $92,150 and local share of $4,850. Champion officials are also seeking the same piece of equipment for their township;

l Hired Mark Flynn as a part-time police officer at $10.25 per hour and appointed Lacameron Workman as a police reserve officer;

l Accepted the resignation of Charles Lowery from the police department;

l Accepted a donation of mulch from Doll Lumber Co.

Voted to have employees begin contributing 10 percent to their health insurance effective Oct. 1 as the premium with Medical Mutual went up 10 percent. Dubos said previously employees were not contributing a co-pay;

WHAT:?Niles City Council regular meeting on Wednesday

Council:

l Authorized the appropriation of funds from various unappropriated funds to several accounts for telephone services. In total, the city transferred $67,500 to the city’s light, police, fire, health, engineer and sewer departments to pay for telephone services;

l Approved the labor agreement between the city and the AFSCME bargaining unit. Details and financial terms were not immediately disclosed;

l Appropriated $20,000 from the unappropriated sewer fund to provide funds for the purchase of chemicals for the wastewater treatment plant;

l Appropriated $93,500 from the general fund to municipal court accounts and appropriated an additional $15,842.00 to the probation fund account in order to assure payroll and fringe benefit obligations were met.

The port authority board:

l Heard from Director of Aviation Dan Dickten that the airport is proposing taking on additional snow and ice removal, mowing and other airfield maintenance on portions of the property occupied by the Youngstown Airlift Wing. The increased duties would relieve some costs for the U.S. military in hopes of making continued operations at the local military base more attractive to maintain. Dollar figures have not been finalized;

l Heard from Dickten about scheduled meetings with several airlines next month during a three-day conference in Chicago. Discussions will include possible addition of local commercial flights;

l Authorized Dickten to enter negotiations for a contract extension with airport engineering consultant C&S Companies;

l Authorized rental car companies Avis / Budget to extend through March 2017 their concession agreements to operate at the airport.

The companies have reported a 45 percent increase in business year-to-date, compared to this time last year;

l Voted to pursue grant funding to replace the airport terminal sub-station and back-up generator at a $650,000 cost, plus $35,000 for design and engineering.

WHAT: Southington Board of Education meeting on Tuesday

The board:

l Hired Shirley Arroyo-Stiffy as a Spanish teacher, Phil Rogers as a science teacher and athletic director, Donna Bixler as a special education intervention specialist, and Angelina Alberini as a part-time special education intervention specialist / media specialist;

l Approved a $100 participation fee for majorettes, which is separate from the fall athletic fee, with a minimum of five majorettes needed;

l Heard from Principal Amy Bruzanko there are 21 preschoolers registered. She said of the class last school year, 18 are in kindergarten in the district;

l Approved the eighth-grade field trip to Washington, D.C., on March 27 to 30 and the seventh-grade field trip to Gettysburg, Hershey and Philadelphia, Pa., on May 16 to 19;

l Heard from Baugher that anyone interested in being on the renewal levy committee can contact the superintendent’s office. The levy is on the November ballot;

l Heard from Superintendent Rocco Nero of plans to look at building a storage shed by the sewage water treatment plant. He said it will take four to six weeks to construct;

l Heard from Nero of looking at offering in the future advanced placement courses to high school students and classes through the Trumbull Learning Academy which will save the district money;

l Heard from Gilanyi the mural in the gymnasium is scheduled to be completed before basketball season. Baugher said work will also begin on a memorial for student Garrett Proverbs;

l Heard from Baugher the board is working at finding a maintenance supervisor for the district;

l Announced the meet-the-teacher open house is 6 to 7 p.m. Thursday, when students can get schedules and other information;

l Set tuition rate at $3,212 for non-district students.

Heard from maintenance supervisor Mark Harper that work has been done at Central Elementary School to install a handicapped accessible platform lift to get to the first floor where classrooms are and the cafeteria in the lowest level to make it Americans with Disabilities Act compliant. There will also be a handicapped handrail, wider sidewalks, and electric door opener. Harper said all work will be completed by October;

Heard from Central Elementary Principal Alexandra Nannicola that the all-day kindergarten with five classes of 20 students each will begin this year. She said students today are more technologically advanced. Samantha Donges, Kaliegh Gabriel, Erin Glaab and Brittany Marion were hired as kindergarten teachers;

Approved Superintendent Pamela Hood seeking to use blizzard bags in lieu of calamity makeup days. She said the district can use blizzard bags for three days only. She said when the district has to close school, it costs $35,000 a day;

Approved including April 6, 2015, the day after Easter, as a calamity makeup day;

Approved Ashley Conrad as a special education interventionist teacher at Central Elementary and Heather Fetterman as a language arts teacher at the high school. What: Weathersfield Township trustee meeting on Tuesday

Present: Gilson Blair, Marvin McBride and Steven Gerberry

Trustees:

l Reported that talks are ongoing about the possible location of a natural gas-powered facility in a building off Belmont Avenue. Blair said engineers are looking at the site of the former NRG powerplant, where a joint economic development district could form between Niles city, McDonald schools and the township if the facility is located there. Officials said Lordstown was unable to get the zoning needed for such a facility;

l Entered into a one-year agreement for natural gas aggregation services with Buckeye Energy Brokers Inc. for an opt-in program starting Nov. 1 at a rate of $4.39 per thousand cubic feet. Officials said residents need to be current Dominion Gas customers to be in the program. The goal is to help residents reduce their overall energy costs;

l Approved the purchase of two new 2015 Ford police interceptor utility vehicles through Klaben Ford Lincoln of Warren at $26,340;

l Approved a renewal police services agreement with Trumbull Metropolitan Housing Authority through June 2015 for security and police protection;

l Hired R. Todd Stitt as part-time police officer. He is also a state fire marshal with the fire department;

l Approved Adam Kashien, David Richie, Heather Pugh, Michael Vigorito, Jacob Weimer and David Donaldson as probationary firefighters;

l Passed a motion that Township Administrator David Rouan will accept, on behalf of the township, title to a motor vehicle which has been impounded and which is voluntarily transferred to the township to the vehicle owner in exchange for towing and storage fees. He can sell impounded vehicles which the township receives titles for. Acting police Chief Michael Naples reported the impound lot began operations last Friday;

l Approved withdrawing from a market development grant agreement with the Ohio Environmental Protection Agency after not hearing from Kurtz Brothers regarding a grant for the facility. Officials said a conditional use permit for Kurtz Brothers to operate a facility in the township has expired;

l Reported they have spoken to state Rep. Ron Gerberry regarding local government funding legislation to get higher percentages back to the communities;

l Heard from Rouan over residents’ concerns over the quality of paving work done on Ohltown Girard Road (Countyline Road) with efforts to get the project redone;

l Reported officials are addressing drainage problems on Webb Road by having ditched enclosed with residents required to pay for piping and catch basins;

l Announced traffic on state Route 46 and the bike trail will be closed and rerouted soon due to a new water valve for the Mahoning Valley Sanitary District;

l Approved closing Wildwood Drive from 4 to 10 p.m. Saturday for a neighborhood block party;

l Adopted policy and guidelines of the removal of junk vehicles on private and public properties.

WHAT: Brookfield Township trustee meeting on Monday

Trustees:

l Approved an agreement with Thrasher Engineering to update the township’s 14-year-old comprehensive plan. Haun said the firm will send trustees a contract for review;

l Promoted Nick Cresanto to fire lieutenant;

l Recognized recent high school graduate Joseph Radachy for his community service, which included his Eagle Scout project of a memorial garden at Chestnut Ridge Church of God and helping the historical society with cemetery marker restoration;

l Reported that Aqua Ohio is looking at the feasibility and a cost study for extending waterlines to Hartford and sections of the township;

l Will seek bids for the landscaping at the administration building;

l Reported trustees will do a walk-through at the center green on Aug. 13 with a representative of the Ohio Department of Natural Resources on pruning and caring of trees. Haun said pads are being placed at the center for benches, and work is continuing on sidewalks and talks continuing on placing the fire bell at the green;

l Will be reviewing a possible policy to limit the number of cremations allowed at one cemetery plot.

WHAT: Champion Township trustee meeting on Monday

PRESENT: Bob Farmer, Jeff Hovanic and Keith Bowser

Trustees:

l Approved various new rates for the cemetery for residents and nonresidents effective Sept. 20, with rate list available from the township. Among the changes is setting resident graves from $150 to $300 and non-resident to $750, bringing them in line with other communities;

l Tabled for review the increasing of the fee for use of the cemetery chapel based on amount of time used. Currently there is no fee for residents and $50 for nonresidents for up to 30 minutes;

l Heard from Cemetery Sexton Chris Connelly that all limestone and landscape stones need to be removed from cemetery graves within 30 days. He said there has been problems with mowing, and the stones fly in the air. Mulch and topsoil are permitted around graves;

l Received a $97,000 Federal Emergency Management Association grant for a brush truck for the fire department. Warren Township also received a similar grant for a vehicle. The old brush truck is being taken out of service;

l Reinstated Thomas Bumgardner as a reserve firefighter / emergency medical technician after a short leave of absence, effective Aug. 4;

l Approved a one-year aggravation agreement effective Sept. 1 with Integyrs for natural gas, with a rate to be negotiated. As part of the agreement, there is a 10-cent discount per thousand cubic feet for senior citizens;

l Reported they will meet with the county planning commission this fall to review the updated comprehensive plan.

l Rescheduled the next meeting to 6:30 p.m. Sept. 8 due to Labor Day;

l Announced the final mosquito spraying is set for Aug. 19.
