WARREN -- City police investigated a 4:04 a.m. noise complaint Sunday in the area of the 714 Lounge & Grill at 2461 Youngstown Road and a shots-fired complaint from nearby. Officers later found physical evidence of a gunshot having been fired in the area, a police report states.
The report states that police spoke with one person whose home is not far from the 714 Lounge & Grill who said several individuals came from the direction of the bar close to his or her house. "A verbal argument ensued when one gunshot was fired," the report states.
Warren City Council at its Sept. 9 meeting voted to object to the 714 Lounge & Grill being granted a liquor license, saying City Council concluded that the 714 Lounge & Grill had operated the premises in the past in a manner that demonstrates a disregard for the laws, regulations or local ordinances of the state and city.
The legislation objecting to the business getting a liquor permit also stated that City Council believes the place for which the license is sought "is so located with respect to the neighborhood that substantial interference with public decency, sobriety, peace or good order would result from the issuance of the permit and operation under it by the applicant."
The councilman for that part of the city, Michael Shrodek, said a lot of incidents took place at the 714 Lounge & Grill in the spring, like an episode from midnight to 6 a.m. when someone saw 18 cars “coming and going in its parking lot, leaving trash, going to the bathroom in his parking lot.”
He said there were “a few altercations, fighting.” He said a neighboring business erected a $7,000 fence “to keep everyone off of his property.” The 717 Lounge and Grill has never had a liquor license, Shrodek said.
Video surveillance from the neighborhood near the 714 Lounge and Grill showed much of what happened early Sunday, Shrodek said.
He said he has not yet been informed of a hearing date for the liquor permit application for the 714 Lounge & Grill. A call to the phone number for the 714 Lounge and Grill was not answered Tuesday morning.
POLICE REPORT
A Warren police report states that they were called to the area of Youngstown Road and Kenmore Avenue SE at 4:04 a.m. for a noise complaint. Another caller reported that they "may have heard arguing and one gunshot," the report states.
"All officers arrived to find a large gathering at 714 Lounge," the report states.
At the same time, officers were checking the 1200 block of Kenmore Avenue SE for evidence of shots fired. Officers did not immediately locate any evidence of gunshots being fired, but "our attention was quickly drawn to the 714 Lounge, as there were several cars parked in the parking lot, on the street and people both inside and outside of the establishment, despite the time being after (3 a.m.)," the police report states.
As officers approached the door of the lounge, an unknown person shut and locked the front door, the report states. “No one would answer the door. The camera above the front door moved and lit up when a person would walk in front of the camera," the report noted. At one point, a person inside allowed two people to enter. The front door was then shut and re-locked, the report states. People were seen inside the business.
Officers saw several other people come and go while offices were there, the report adds.
Parking tickets were issued for cars parked after hours in the road. The Family Dollar store nearby was being used as an overflow parking lot, the report noted.
