10 county departments get budget increases

WARREN — Trumbull County commissioners passed a resolution Wednesday providing additional money to 10 county departments in an effort to bolster their budgets in hopes of enabling them to finish the year. The county is providing a total of $1,204,150. Those offices receiving the funds include treasurer, $125,000; sheriff, $100,000; recorder, $75,000; coroner, $78,000; domestic court, $200,000; probate court, $150,000; clerk of courts, $79,150; common pleas courts, $144,500; board of elections, $200,000; and planning commission, $52,500. Parole denied for convicted child rapist

WARREN — A woman serving a 15-years-to-life prison sentence for the rape of an 8-month-old girl captured on her own cellphone will have to wait 10 years for another shot at parole. Felicia Banks Beemer, 36, has been denied parole and must remain in prison for at least 10 more years, according to the Trumbull County Prosecutor’s Office. Beemer, incarcerated at the Ohio Reformatory for Women in Marysville, will have her next parole hearing in June 2036. Man faces charge after dog attack

WARREN — A city man is facing a misdemeanor vicious-dog charge after the dog allegedly ran through a screen door Tuesday evening and attacked a girl, biting her in the hip and leg. William A. Naylor, 41, of McMyler Street was arraigned Wednesday in Warren Municipal Court on first-degree misdemeanor “dangerous and vicious dogs.” He pleaded not guilty and will return for another hearing Sept. 23. YOUNGSTOWN - Despite higher education in general facing trying times against a backdrop of a difficult region from which to recruit prospective students, Youngstown State University's enrollment has shown another gain. The Hubbard Exempted Village School District recently welcomed district leaders and community members to recognize donors whose funding was used to help beautify the Hubbard campus. District officials have welcomed several new landmarks to campus, including two large “H” structures and a 10.5-foot hand-carved wooden eagle. Man indicted on arson, strangulation charges

WARREN — Jeremy A. Elswick, 53, of Highland Court SW, was indicted Tuesday on charges of aggravated arson, strangulation and misdemeanor domestic violence in an Aug. 7 incident at his home in which he is accused of choking his wife and throwing a flaming towel on the floor. If Elswick were to be convicted of aggravated arson, he could get about 10 years in prison. He has been held in the Trumbull County jail without bond since the incident.
