Warrant issued for city woman charged with animal cruelty
WARREN — A warrant was issued for a Warren woman accused of leaving animals in an apartment.
According to a police report, officers were called to a South Street SE apartment after a neighbor called The Healthy Hearts and Paws Project and reported two dogs were left abandoned in an apartment.
An officer spoke with Jason Cooke, president and CEO of the agency, who walked around the complex to the named apartment and noticed two dogs inside that appeared to be extremely malnourished, according to the report.
The report states the officer knocked on the apartment door multiple times and dispatchers attempted to reach management, and a neighbor said the woman that lived there moved out Saturday, adding that she had loaded her stuff on a trailer and said “that’s everything.”
The woman’s name was redacted throughout the report.
The report states Cooke made contact with the woman, and he told her of the animals’ circumstances and questioned why they were in bad shape.
The woman said she had moved out of the apartment but planned to go back to grab a couple of more things, adding that she “planned to figure things out,” the report states.
The woman permitted Cooke to retrieve the dogs, and access was made through an open window to get the animals.
The report states Cooke entered through an apartment window and opened the door for the officer, and the officer noted the dogs’ conditions, with one dog being locked in a cage with no food or water and covered in waste. The apartment’s floor had similar substances from the other dog, which was also lacking food and water.
The report states that a cat could be heard, which was locked in a room, but it did not appear to be malnourished.
Cooke called the woman again, saying he was removing the animals from the building and was going to consult a prosecutor on charges, the report states.
Courtney Iser of Warren was later charged with with three counts of abandoning animals and two counts of animal cruelty and a warrant for her arrest was issued, according to Cooke.
Cooke said the conditions the animals were left in were “deplorable.”
“Speak up when something’s wrong, because this shouldn’t have got to this point,” Cooke said.
