Lordstown to file appeal over EPA permit approval

LORDSTOWN — Village council on Monday approved having Solicitor Matt Ries file an appeal with the Environmental Appeals Board over the renewal of a wastewater discharge permit for Clean Energy Future Trumbull LLC, operating as Trumbull Energy Center.

Ries told council he was notified that the Ohio Environmental Protection Agency earlier this month granted a renewal for a National Pollutant Discharge Elimination System permit to discharge into Mud Run Creek.

At a public hearing earlier this year, village officials and residents voiced their objections to the EPA granting a renewal permit and expressed concerns with any discharge from the company getting into Mud Run Creek and the effects it would have on nearby properties and farmland.

The hearing was meant to provide answers to residents’ questions and collect testimonies from the community about their concerns with the wastewater discharge.

The energy center is scheduled to begin commercial operations in the spring. The center purchases water from Warren and discharges it into nearby Mud Creek.

In other business, Mayor Jackie Woodward said she spoke to a representative of the engineering company with the Ohio National Guard who told her they are not doing any outside civilian projects. Village officials had discussed the engineering company possibly doing demolition training by taking down the Kunkel Building off state Route 45.

Village officials are reviewing options for the Kunkel building and whether to sell it or have it taken down.

Also, Councilman Mark McGrail said the planning and zoning committee has been looking at what uses should be permitted on certain properties in the village and will soon host a public discussion. McGrail said that committee, along with the moratorium committee, will have a joint meeting to address data centers and other related issues.

“This will be a collaborative effort by the two committees,” he said.

He said any recommendations from the committee on planning and zoning changes would need to be passed first by the village’s planning and zoning committee before council takes any action.

They also approved a payment not to exceed $500 to Brian Frantz to attend a meeting to discuss data centers and other related issues.

Also, Planning/Zoning Administrator Kellie Bordner said the village planning and zoning commission will meet at 6:30 p.m. May 11 where CSX-TBSI will resubmit their site plan for a planned parking area. She said the company has updated their previous site plan.

Bordner said there also will be a public hearing before the June 1 council meeting on recommended additions and changes to the village zoning codes, including moratoriums.

Council also approved several application requests from property owners in the village of placement of their farmland in agricultural districts. The property owners include Julianne Behner of Canton for land on Hewitt Gifford Road; Kevin and Dana Campbell of Lordstown for property on Ellsworth Bailey Road; Mark Hertzer of Warren for property on Lyntz Townline Road; Gary and Antoinette Kibler of Lordstown for property on Brunstetter Road; Mary Liming of Mineral Ridge for property on Austintown-Warren Road, Highland and Hallock Young Road; Jack Quimby of Lordstown for property on Ernest Lyntz Road; Arthur and Mari Lin Robinson of Lordstown for property on Hewitt Gifford Road; and Earl Ross of Lordstown for property on state Route 45.
