Warren-Champion JEDD board deals with organizational issues for project
WARREN — The Warren-Champion Joint Economic Development District board met this week to continue with its organizational needs for the Mercy Health emergency complex being constructed off Educational Highway in Champion.
The board met Wednesday, where they heard from Michael Keys, director of community development for Warren city, who informed them the Warren income tax department has notified all contractors about the income tax being levied, which is due quarterly.
The board in January had approved a 2.5% city income tax on workers at the Mercy Health hospital construction site in Champion, effective for the first quarter of 2026.
Officials have said this tax will help fund local services and infrastructure related to the new emergency room project.
Nicholas Coggins, assistant director of economic development for the Trumbull Planning Commission, said the board will know how much in income tax will be received after the end of the first quarter.
Officials have said the income tax rate matches Warren’s city income tax and applies to construction and other workers on site. Revenue from the tax will be split between Champion Township and Warren city, initially 55% to the township and 45% to the city.
Officials said the move supports funding for the ongoing hospital construction and related community services.
In other action, the board:
• Retained Paul Rennick as certified public accountant for $150 per hour and retained Albers and Albers Law as the board’s attorney for a blended rate of $250 per hour.
• Adopted a records retention policy and schedule.
• Authorized board member Anthony Iannucci to open a bank account to receive funds for administrative costs.
• Reported the board will expand to include the fourth and fifth board members, who will be representatives from Mercy Health and its employees once the facility is operational.
