Shutdown slowed grant writers’ effort to get funds for Trumbull

WARREN — Trumbull County has yet to see results from the grant writing group, KO Consulting, which commissioners hired during the summer.

KO Consulting Inc. in 2025 applied for $840,861.09 worth of grants for seven projects ranging from a body-worn camera grant for the sheriff’s department, a forensic science grant for the coroner’s office, an Ohio History Fund grant for the repair of the law library steps and a violent crime reduction grant for the sheriff’s department.

Ty Beatty, senior consultant leading KO Consultants’ government division, talked about the past four-and-a-half months applying for grants and establishing inter-government communications with various offices during the government shutdown.

KO Consulting was tasked to find funds for a new 911 facility, coroner office, a new Emergency Management Agency facility and dog pound. It also sought funds for a Section 22 agreement for Mosquito Lake, projects relative to Mercy Health and Educational Highway in Champion, as well as an Ohio Department of Transportation grant program.

Commission President Tony Bernard said he was not surprised the company did not obtain grant money in 2025.

“The first year is the toughest year,” Bernard said. “They have many, many meetings to find out our needs and research them.”

“I look to 2026 for us to go after some other grants,” he said. “Probably some larger grants.”

Bernard said the government shutdown hampered KO’s effort to obtain their grant requests.

Beatty noted he expects Trumbull to receive the $840,000 it applied for during the first quarter of this year.

Commissioner Rick Hernandez announced during Wednesday’s commissioner’s meeting that he has talked to Mahoning County Commissioner Geno DeFabio about setting up a meeting with members of the two boards to discuss the future of the Valley.

“It would be a good chance for us to work together and to look toward the future,” he said. “Bang our heads together to see what they are working on and for them to see what we are working on.”

“Work together as the Mahoning Valley as a whole,” Hernandez said. “What benefits Trumbull County benefits Mahoning County and what benefits Mahoning County will benefit Trumbull County.”
