Niles standoff suspect set to appear in court

WARREN — A Warren man who was supposed to appear in court is set to make his appearance today after being taken into custody by Niles police.

Mickel Hall, 63, was supposed to appear in Warren Municipal Court Tuesday and Wednesday, but the appearance was delayed after he refused to come down from his cell for medical reasons, according to court records.

According to a Warren police report, officers were dispatched late Monday evening to a Clermont Avenue NE residence in reference to a woman being shot in the chest.

As officers were traveling to the location, dispatchers advised them that the suspect was Hall and the victim was outside at her neighbor’s house. Hall, however, was still in the house with a gun, according to the report.

The report states that as officers arrived on the scene, Hall left in a black vehicle and headed toward Elm Road, with the victim being treated by EMT personnel upon their arrival.

Hall’s vehicle was eventually located at the Days Inn on Youngstown Warren Road, where he had just checked into room 207. The victim was transported to St. Elizabeth Youngstown Hospital.

The Niles police report states officers received a be on the lookout report from Warren regarding the shooting, and that Hall’s vehicle was seen entering the city via U.S. Route 422 on North Road via Flock cameras.

Similar to the Warren PD report, Hall’s vehicle was seen by Niles officers, with an officer contacting the hotel front desk and finding Hall’s room number.

The report states that officers from both departments formed a perimeter around the hotel, and because of information that Hall was potentially still armed, the surrounding rooms were evacuated and a Niles captain activated the Special Response Team.

The report states a Warren lieutenant familiar with Hall attempted to contact him via his cellphone, but was unsuccessful.

Chemical agents were deployed into Hall’s hotel room, according to the report. After continued noncompliance, officers forced entry to force Hall out, where he was taken into custody.

Hall was treated on the scene and transported to St. Joseph Warren Hospital.
