Vienna fiscal audit not available until 2026

VIENNA — The township’s new fiscal officer will have to wait a bit longer to find out where some newly approved and acquired funds will go — potentially a year.

At Monday’s regular meeting, trustees approved accepting $23,702 from the Trumbull County Clerk of Courts for restitution from Linda McCullough, who served as fiscal officer from 2019 to 2023. She was ordered to pay a total of $120,371 in restitution as part of the eight-year prison sentence handed to her in July.

Trustee Mike Haddle said the money would not be allocated to any specific department until the state returns its forensic audit, which encompasses all five years McCullough served as fiscal officer and was previously estimated to be completed in October.

As part of the public comments portion of the meeting, Haddle said he spoke with the state auditor’s office — who said they were just “wrapping up” the field work.

“They’re done with the field work on that portion of it, and they’re moving into writing the report, and that could take up to a year,” Huddle said.

OUTSTANDING INVOICES

Also at Monday’s meeting, officials approved settling a series of outstanding invoices to the township, which totaled $65,123.

The list, which included 28 companies or groups, included three separate payments to First Energy for $16,297 and $4,153 for street lights and $1,038 for a siren; $8,087 for salt from the Trumbull County Engineer’s Office; $4,386 to Verizon; and $3,198 for unemployment, which was due Jan. 31.

Trustee Phil Pegg said many of the invoices were late, and “all penalties, fees, other things” will be addressed with their former fiscal officer, Jason Miner. Miner resigned from the position at an Oct. 20 regular meeting, effective Oct. 31, after trustees voted 2-1 to accept the decision.
