WHAT: City council meeting Monday

PRESENT: Bill Williams, Bonnie Viele, Robin Zambrini, Michael Mogg, Jerome Crowe, Ryan Hallapy and Michael Kerr

Council:

• Heard from Safety Director Shawn Rentz, who presented city police Sgts. Howard Haynie and Christopher Moffitt, who was not present, with a letter of commendation for exemplary performance and professionalism Oct. 26.

• Heard pay increase requests on behalf of the city’s finance committee from Councilwoman Robin Zambrini, D-2nd Ward, for the wastewater treatment superintendent’s salary to be increased to $80,000 a year, with two additional weeks of vacation. A request also was made to raise the pay of the mayor’s secretary to $47,000 a year.

• Heard from Mike Kerr, D-at Large, that new generators were in at the city’s wastewater treatment plant, adding that he wasn’t sure if they were physically working, but new weather covers and coated cement pylons were on them.

• Suspended the second and third readings of entering a contract with Quasar Energy Group for the pickup, hauling and disposal of dewatered sludge from the wastewater treatment plant and approved passing it as is.

• Gave second reading to a resolution requiring any individual under the age of 16 operating a class I or class II electric bicycle or electric scooter to wear a DOT-approved helmet.

• Gave second reading to adopting an operating budget for the city and establishing appropriations in various city funds for the 2026 fiscal year.

• Gave first reading to establishing monthly health insurance premiums for the 2026 calendar year.

• Gave first reading to authorizing Mayor Ben Kyle to enter a contract or contracts for the sale of municipal-owned Transmission LLC, a subsidiary of American Municipal Power Inc.

• Gave first reading to adopting a new zoning ordinance and subdivision regulations for the city.
