Vienna fiscal officer resigns

VIENNA — Township trustees voted 2-1 Monday to accept the resignation of Jason Miner as fiscal officer of the township effective Oct. 31.

Trustees Mike Haddle and Rich Dascenzo voted to accept the resignation while trustee Phil Pegg cast the “no” vote.

Pegg said he voted against the resignation because the resignation letter “contained a distortion of the truth of what had occurred in Vienna.” He said he plans to give a rebuttal to comments made by Miner in the resignation letter and his reasoning for his decision at the Trumbull County Conservatives Club meeting at 5:30 p.m. Thursday at Candlelight Knolls in Bazetta.

Trustees have named Heidi Brown as the new fiscal officer, effective Nov. 1. She is serving as a short-term assistant fiscal officer through Oct. 31. Brown also is running unopposed for the fiscal officer position on the Nov. 4 ballot.

Haddle said Brown, a former trustee, is on the ballot and it is important to transition her to fiscal officer before Miner leaves at the end of the month. Trustees previously appointed Miner as fiscal officer after former fiscal officer Linda McCullough, who was accused of, convicted and sentenced for misappropriating township funds, resigned.

Miner said in his letter that stepping down now allows Brown the maximum time to learn the systems and prepare for the end of year closeout. He said the decision was made to ensure the transition was smooth and efficient and he will assist her without pay.

In the letter, he states that he has been met with resistance from Pegg.

“The ‘King’ mindset by this trustee (Pegg) will hinder future growth of the township,” Miner said in his letter.

“While my tenure has certainly not been perfect, it has been productive, and I look forward to serving you all again in a different capacity very soon,” Miner said.

He said the progress he has made in the township and the recovery he has been able to achieve was because of the other two trustees, Dasczeno and Haddle.

“In the past 11 months, I’ve had the opportunity to serve this township and its people — an extraordinary honor that will not be forgotten. We’ve made incredible progress in this time, including paying down significant amounts of debt, restarting our EMS program, and the implementation of stringent fiscal controls,” Miner’s letter states.

He said of Pegg.”The actions of this trustee, some of which are likely ethical violations, present a clear message: Phil Pegg is not interested in doing the right thing. He remains stuck in the past. Let this serve as a reminder that, throughout the whole process, Phil has not admitted guilt. In fact, he shifts it all to the former fiscal officer.”

Pegg said the police and fire departments as of Monday are current on their pay, but there are multiple township bills that have not been paid.

“We are looking for checks that we signed a month ago for 9/11.This past week I took a check to one of our suppliers, which was three months old,” Pegg said.

Brown said under the township financial report there have been 18 billings for emergency medical service totaling $7,208.
