Men indicted in Warren shooting
Two Warren men face federal firearms charges in connection with a deadly shooting at a Warren convenience store Aug. 3 that left one person dead and another injured, according to the United States Attorney’s Office for the U.S. Northern District Court of Ohio.
This follows the Wednesday indictment of Savion Woodall, 23, on murder and related charges for the same incident. Woodall is set to be arraigned today before Trumbull County Common Pleas Court Judge Ronald Rice.
The men facing federal charges are Jumal Ellis Rowe, 32, who previously was convicted of cocaine trafficking and possession, and Rayjon Ray Mcelroy, 25, who previously was convicted of misdemeanor domestic violence. Rowe is charged with being a felon in possession of a firearm and McElroy faces charges for possessing ammunition.
Both Warren residents were identified via store surveillance footage, which showed a dice game outside the Convenient Food Mart at Elm Road and Larchmont Avenue escalating into a fight and shooting around 5 a.m. Aug. 3.
A news release from the U.S. Northern District Court of Ohio states Rowe was seen firing a Glock .40 caliber pistol, while Mcelroy held a Kel-Tec Sub 2000 firearm. If convicted, each faces up to 15 years in federal prison.
In the video, Rowe was seen between two parked vehicles, shooting at others, the news release states.
Woodall, who was indicted by a Trumbull County grand jury on Wednesday, faces charges of murder with a firearm specification, attempted murder and weapons violations. He pleaded not guilty Aug. 15 in Warren Municipal Court, where Judge Natasha K. Natale deemed him a community risk and ordered him held without bond.
The Aug. 3 shooting occurred just before 5:30 a.m., with police recovering up to 40 shell casings from the store’s parking lot. David Lee Owens III, 31, of Warren, was killed, and another man, shot in both legs, was treated for injuries. Store employees reported a gathering involving dice games and food that turned violent after an argument led to a physical altercation and gunfire.
The incident prompted city officials to secure a court order on Aug. 7 to temporarily close the Convenient Food Mart, citing safety concerns and violations of an agreement to stop alcohol sales after 2 a.m. A hearing to determine if the closure should continue is scheduled for Oct. 22 at 1 p.m. before Judge Sarah Thomas Koovor.
The investigation, conducted by the ATF Youngstown Satellite Office, Warren Police Department and Trumbull County Sheriff’s Office, is ongoing.
