Warren Township approves final steps for JEDD for Kimberly-Clark
WARREN TOWNSHIP — Trustees at a special meeting Monday passed the final motions for a Joint Economic Development District with Howland and Warren city officials for the Kimberly-Clark manufacturing plant project.
The company is building a million-plus-square-foot campus on former steel mill property off Pine Avenue that touches all three entities.
Howland Township is scheduled to meet at 8 a.m. Wednesday at the township administration building to act on a similar JEDD motion.
Warren Township Trustee Ed Anthony said the JEDD agreement had some language revisions approved by Kimberly-Clark that needed approval by the three communities.
Trustee Ryan Yoho said the income tax from Kimberly-Clark will be 40% to Warren city, 40% to Howland Township and 20% to Warren Township. The business will be located 74% in Howland Township and 26% in Warren Township. The city is handling the infrastructure by providing water and sewer service.
“This solidifies that Kimberly-Clark is coming to our area. This is a huge plus for our area. We welcome them with open arms. We hope this has a domino effect and we get other growth, plants and industry and housing coming to our area,” Anthony said.
He said the company coming to Trumbull County is what the county needs. Anthony said he has seen pictures of the KImberly-Clark plant in Texas, which has seen growth and expansion.
“That plant in Texas is massive,” he said.
The plant will create about 491 full-time jobs and will generate $49.1 million in payroll by December 2030. Officials said they hope the local plant also will see growth and expansion,
Yoho said he has driven by the property and seen equipment there.
“We are excited both for the township and the entire county.” he said.
Anthony said construction work is expected to begin in August.
“This has been a very long process. There have been a lot of people working on this. Warren city, Howland Township, Warren Township, the commissioners and the Trumbull County Planning Commission. We are very excited Kimberly-Clark is coming to our area. They have an incredible reputation,” he said.
Officials have said Kimberly-Clark will be one of the largest employers in the county with several acres available if they plan to expand. The plant will be located within the existing Warren BDM Redevelopment Area, which was the sixth location to receive site readiness support from the All Ohio Future Fund.
Kimberly-Clark manufactures paper products, diapers and feminine hygiene products, among others.
