Man pleads not guilty to abduction, strangulation, robbery and intimidation

WARREN — A Warren man pleaded not guilty Friday during his arraignment in Warren Municipal Court on charges of abduction, strangulation, robbery and intimidation of a witness, stemming from an alleged assault and abduction of a woman that began Wednesday night and extended into Thursday morning.

Steven Anthony Allen, 38, of Jefferson Street, pleaded not guilty Friday before Judge Patty Knepp.

Allen was issued a no-contact order, deemed a threat to society and ordered held without bond. His next court appearance is scheduled for July 31.

The charges relate to an incident at a residence in the 2000 block of Oak Street SW, where Allen allegedly assaulted a woman, stole her cell phone and threatened a witness.

According to a Warren police report, police responded to a domestic violence and abduction call on West Park Drive SW around 1:54 p.m. Thursday.

Officers found the alleged victim receiving treatment from EMTs for abrasions on her knees, legs and hip, as well as scratches on her face and marks on her throat, which she claimed resulted from the alleged assault.

She told police that a man forcibly took her to the Oak Street residence after she refused to enter his vehicle near North Park Avenue and Atlantic Street on Wednesday night.

She alleged that he restrained her, choked her multiple times and threatened violence if she tried to leave. She told police she escaped Thursday morning by running out the front door and sought help from passersby, eventually reaching a nearby address to call 911.

According to the police report, the man allegedly chased her in his vehicle, threatening her and anyone who attempted to assist her. She also claimed the man took her cell phone and refused to return it.

The victim’s sister reported receiving text messages from her around 2:20 a.m. Thursday, stating she was being held against her will.

She went to the Oak Street address, but could not retrieve her sister.

Police said the man later called the victim’s sister using her phone, allegedly threatening to shoot her and “shoot up” her house if she pressed charges.

Officers arrested Allen at the Oak Street residence without incident.
