Engineer’s office plans for $865K Elm Road project
WARREN — The Trumbull County Engineer’s Office is planning for an $865,000 intersection improvement project at Elm Road, Reeves Road and Genesee Avenue in 2026 for Warren city and Howland Township.
Officials said the project is scheduled to begin in summer 2026 and is part of an ongoing effort to improve traffic flow, enhance safety and ensure accessibility for all road users. The project would be completed by summer 2027.
The proposed project will reconfigure the existing intersection and include restriping Genesee Avenue to permit two-way traffic on Genesee as it connects to Reeves Road, replacement of the existing traffic signal, reconstruct the driveway aprons and improve drainage as well as new pavement markings as necessary throughout the project limits, and removal, reconstruction and installation of sidewalks and curb ramps in compliance with the Americans with Disabilities Act.
Engineers said the changes will be more efficient and safer than the current traffic pattern.
No property will need to be acquired for the project, either permanently or temporarily, according to the county engineer.
During construction, Genesee Avenue will not have direct access to Elm Road, and vice versa. Detours will direct traffic along Atlantic Street NE to reach Elm Road or Genesee Avenue. Access to homes and businesses within the construction zone will be maintained throughout the project, officials said.
Trumbull County Engineer David DeChristofaro is seeking public comments on the potential social, environmental and economic effects, including impacts on residents, the local economy and historic resources.
