Trumbull has millions in ARPA requests, less funds

WARREN — The Trumbull County Commissioners are waiting for the law firm it hired to review the final 11 American Rescue Plan Act applications that were given tentative “yes” votes for approval to clear, before considering any further applications for funds.

This group of applicants are seeking about $1,836,199 in ARPA for projects. Once these projects are either given funding go-ahead or rejected, the commissioners are expected to call for a public meeting to review applications that were placed on a separate “maybe” list for funding.

Commissioners President Denny Malloy this week said he does not want to proceed to the “maybe” list until all of those on the “yes” list have been reviewed.

Attorney Tonya J. Rogers, of the law firm of Baker, Dublikar, Beck, Wiley & Matthews, has been reviewing each application to make sure the requests fall within the guidelines of the federal program.

The organizations that still have applications being reviewed, include the Kiler Foundation, $297,7798 for a Coalburg Lake Dam study; Family & Community Services SCOPE center, $18,000, to purchase Automatic External Defibrillators; Bolindale Food Pantry, Howland, $62,750; Hubbard City, $15,000, to purchase equipment for critical incident response equipment; Community Family Outreach, $49,491, to purchase a kitchen hood and design a canopy; Bloomfield, $170,000, to purchase an ambulance; Eagle Joint Fire District, $179,900, to purchase an ambulance; Howland Fire Department, $175,782, to purchase an ambulance; Southington Township Fire Department, $165,000, to purchase an ambulance; Gustavus, $5,700, to survey a cemetery; and Kinsman, $34,750, for greenspace landscaping.

A request by Hubbard Township for an emergency generator was denied.

Commissioners on Wednesday approved providing $100,000 in ARPA funds for the resurfacing of McCleary Jacoby Road from state Route 46 to state Route 305. The resolution for commitment is necessary for Bazetta Township to apply for Ohio Public Water Commission funding.

The county received a total of $38,557,293 in ARP funding. The funds must be allocated by the end of 2024. They must be spent by the end of 2025.

There are 23 applications on the county’s “maybe” list that are seeking $11,064,222.63 in funds.

The county, based on allocations promised on its yes list, will have less than $800,000 left in ARP funds to provide if all applicants on the “yes” list receive their requests. However, if some on the “yes” list are not approved to receive their requests, then the remaining amount will be higher.

Rita Tate, founder of Bess Purpose Inc., a nonprofit that assists women and families needing assistance in moving away from sometimes violent households, during this week’s caucus meeting asked the commissioners not to forget the organization’s request for help.

The organization originally requested $165,000. Tate, however, in May told the commissioners the organization would be happy with any amount provided.

Tate attended this week’s workshop because she was told there is little to no chance it would receive any of the ARPA funding.

Commissioner Mauro Cantalamessa, who has toured the organization’s facility, emphasized it is too early for anyone to definitely say which organizations will receive funding and which will not.

Cantalamessa expressed support for the Bess Purpose’s ideas and its work.
