Weathersfield man indicted in roommate’s shooting death

Another charged with two counts of attempted murder

WARREN — A Weathersfield man was indicted Thursday on a murder charge in connection to the March 18 shooting death of his roommate.

Ian Campbell Payne, 29, of Barcelona Drive, is facing one count of first-degree murder with a firearm specification, according to a grand jury report. He is accused of shooting Zachary Wiczen, 27, during an argument. A caller said the victim pulled out a gun and the pair wrestled with it when the gun went off, according to a police report. Wiczen suffered a fatal gunshot wound to his head, a report states.

Also indicted Thursday was Daron Warfield Jr., 31, of Austin Avenue in Warren, on two counts of attempted murder with firearm specifications, two counts of felonious assault with firearm specifications and having weapons while under disability, according to the grand jury report.

Warfield is accused of shooting Melissa Putsey, 42, and Jamey L. Stamper, 34, both of Niles, on Jan. 7. Stamper was shot shortly after 1:45 a.m., near the corner of Parkman Road and Union Street, according to police reports. Putsey told police she was shot in the shoulder while walking on Oak Street, according to a 911 recording.

Trumbull County Common Pleas Court records show Warfield was sentenced to five years of probation in February 2018 for cocaine and heroin possession. Six months later, he was back in court for a probation violation hearing, court records show. He served one year at the Lorain Correctional Institution on drug possession charges and just was released in October, court records show.

Court records also show Warfield was sentenced in April 2013 to four years at the Lorain Correctional Institution on charges of aggravated assault with a firearm specification and having weapons under disability.

Mark C. Meadows, 28, 2668 Front St. SW, Warren, also was indicted Thursday on two counts of abduction, robbery, disrupting public services and domestic violence. Meadows is accused of holding a woman known to him and her child against their will outside of the NAUS Club, 125 Nevada Ave., on Jan. 15, when a woman called Trumbull County 911 seeking help.

Meadows, according to the report, became angry at the victim because of some text messages he had seen on her cellphone. When the woman left the bar, he threatened to kill them if they did not get into her car with him. He took them to 2668 Front St., where he told them they were not leaving. He threatened to crash her car into a tree if she tried to escape, the report states.

The woman and child ran into the woods and began knocking on doors until they saw a police car about 30 minutes later. The woman’s damaged phone was found on Meadows at the time of his arrest, the report states. Her car’s front windshield was damaged.

Meadows also was indicted on a charge of aggravated burglary from a separate case in 2019. No information was available on that case.
