The proposed system, if approved, will allow the county to pay vendors and other services through the credit card system and receive cash back rewards. LORDSTOWN — Village officials have approved an agreement with Crescent Dune, which will provide funding for engineering and construction costs for a waterline extension and additional traffic control signals by the former General Motors building that the company plans to expand next year. WARREN — Ohio’s 11th District Court of Appeals has upheld a Trumbull County Common Pleas judge’s decision to deny a motion by a convicted Warren murderer to be allowed to request a new trial. Three 11th District appeals judges upheld the decision Sept. 28 that Felix O. Brown Jr., 67, of Warren, could not file a motion for a new trial. Brown was sentenced to 18 years to life in prison in the February 1995 shooting death of his girlfriend, 26-year-old Monica Brandon, in a Niles apartment.
