He was born March 22, 1960, a son of Louis and Bessie Stokes Milliner.
He was a laborer and carnival ride operator.
Survivors include his brothers, Lewis and Charles Milliner, both of Warren.
Wendell was preceded in death by one sister and one brother.
Services are private.
