WHAT: Trumbull County Board of Developmental Disabilities meeting March 27

The board:
l Heard from Superintendent Ed Stark, who explained to about 25 people the process of Fairhaven Industries Inc., which is a nonprofit organization that has been associated with Trumbull County Board of Developmental Disabilities, being federally mandated to shift Medicaid services to TCBDD due to not being able to both fund and provide the service to avoid conflict of interest. He said the transition involves the leasing of the three Fairhaven workshop buildings, two in Niles and one in Champion, so developmentally disabled people serviced can continue coming to same buildings. The new company will need to become a nonprofit corporation and certified provider, which it is in the process of doing. He said there are 350 people receiving services who will have to transition to a nonprofit private provider. Stark said they will work with Fairhaven Industries to help transition those being serviced with the process to be completed by July 2018. He said a board transition meeting will be Tuesday and stakeholders' meeting April 20.
l Heard from Niles resident Jory Ramer, who asked how many employees will be affected by the transition. Stark said 110 employees in adult services and transportation department;
l Approved an update to the layoff procedure policy of management employees, with Stark saying it will be based on an employee performance evaluation system.

l $7,700 to Cintas Corp. for Waste Water Treatment Plant uniforms;
l $4,000 to several vendors for officials and referees;
l $1,629 to Bob Sumeral Tire Co. for cruiser tires and stock for the mechanic;
l $2,000 to Ream and Haager Laboratory Inc. for laboratory service;
l $1,136 to Bella Installations to replace two steam traps and condensate piping that was leaking onto the electrical box;

l $5,000 to the Trumbull County Engineer for storm sewer repair on the bike trail;
l $910 to Staples Advantage for office furniture in the building and zoning and sewer departments;
l $1,000,000 to several vendors for city health care claims;
l $14,950 to Phillips Sekanic Architects Inc. for city building evaluations;
l $3,364 to several vendors for refunds;

The board:
l Approved the resignation-retirement of language arts teacher John Guarnieri, reading recovery teacher Karen Scudier and speech language pathologist Nori Pilati;
l Hired, at step 0, Antoinette Monroe as an assistant cook at Niles McKinley High School and Shelly Maggiano as a school bus driver;
l Renewed contracts for Niles McKinley High School principal Tracie Parry and Niles Middle School principal Samuel Reigle;
l Appointed Christine Vince to substitute assistant principal at Niles Primary School through May 31, 2017, at a rate of $200 per day;
l Appointed Erika Clemente to serve as assistant girls softball coach and Braley Hale as junior varsity softball coach;
l Approved the revised job description for student services supervisor;
l Renewed the district's employee health care plan with Anthem Blue Cross / Blue Shield through April 30, 2018;
l Approved the Trumbull County Educational Service Center contract for 2018.

Girard
WHAT: City Council meeting April 10
PRESENT: Reynald Paolone, Lily Martuccio, Joseph Shelby, Mark Standohar, Keith Schubert, Thomas Grumley, Steve Brooks, John Moliterno and Mayor James Melfi
Council:
l Heard from Melfi of advertising for bids for constructing a boat launch by the Mahoning River riverbank in the city. He said the city has worked with Ohio Department of Natural Resources to check on wildlife in the area and preparing for the project;
l Approved placing a renewal of a five-year, 1.8-mill senior services levy on the November general election ballot. The levy was first passed in 2006 and generates $189,700 for senior services and facilities at the Girard Multi-Generational Center off Trumbull Avenue;
l Approved placing a one-year temporary moratorium on issuance of two-family and multiple dwelling construction;
l Will seek bids for repairing the street department garage roof;
l Gave first reading to legislation to hire no more than six temporary seasonal workers at $8.15 per hour to work no more than 29 hours per week;
l Scheduled discussion for economic development and revitalization grants for the city 6 p.m. April 24.

WHAT: Township trustees meeting April 11
PRESENT: Gil Blair, Marvin McBride, Steve Gerberry and township Administrator David Rouan
Trustees:
l Hired probationary firefighter Andrew Garris;
l Authorized fire Chief Randall Pugh to seek an Ohio Emergency Medical Services grant and an equipment grant;
l Gave Rouan permission to request a speed study on several roads and road sections that have no official speed limit posted;
l Gave the police chief permission to buy a police transit van for $29,300, with grant money the township was awarded with Niles and McDonald police;
l Renewed an agreement with Niles for the purchase of gasoline and diesel fuel;
l Authorized an agreement with Pitney Bowes Inc., Sheton, Conn., for a digital mailing system for $52 a month over a five-year period;
l Designated June 8-11 as the Flag Day Festival;
l Asked families and friends to remove decorations from township cemeteries by April 30 for spring cleanup;
l Announced tree limb chipping will be conducted April 28 and will continue Fridays through Oct. 6.
