Girard
WHAT: City Council meeting March 13
PRESENT: Reynald Paolone, Steve Brooks, Mark Standohar, Keith Schubert, Thomas Grumley, Lily Martuccio, John Moliterno, Joseph Shelby and Mayor James Melfi
Council:
l Received a letter from the planning commission recommending council reconsider a request by Hurley and Stewart LLC on behalf of Capital Growth-Buchalter and John Latell seeking approval on rezoning five parcels of land at 520 Churchill Road from residential to business for a proposed Dollar General Store. Council will need to schedule public hearing on the request. Council previously rejected a similar request with more parcels over concerns of increased traffic and water drainage;
l Heard from Melfi homes at 200 W. Prospect St., 36 Cherry St. and 125 Olive St. are set for demolition through Trumbull County Land Bank program with no cost to the city;
l Heard from Standohar officials met with Suez Inc. of Poland, a water system consultant, to address maintenance upgrades to water tanks on Shannon Road and Sampson Drive;
l Heard from resident Larry Carsone of Prospect Street who asked if park / recreation levy funds can be used to update to the senior citizen bocce courts at Tod Park. Officials said the levy generates $56,000 with funds available for the courts;
l Heard from Melfi city water lines have been checked by an outside water department for lead with the city passing all lead level limit requirements for safety. Safety / Service Director Jerome Lambert said tests are done every three years in sections by the schools and residential areas. Officials said residents may want to check their lines from the curbbox to their homes. Officials will see if funds are available for low-income families if lead is found in their lines;
l Approved reimbursement of $210,000 to Girard Municipal Court. Melfi said the municipalities where courts are located provide the funding for courts. He said Judge Jeffrey Adler has worked with the city on keeping cost down to help with the burden placed on the general fund;
l Announced the Youngstown-Warren Regional Chamber will take part in Earth Day cleanup activities April 22;
l Will prepare legislation for the Girard Baseball Association, which wants to transform the former tennis courts at Tod Park into batting cages. It also wants to upgrade an old high school baseball field;
l Met in executive session regarding compensation and personnel matters for zoning department staff. No action was taken.

l $1,643 to Waste Management of Ohio Inc. for a dumpster;
l $504 to Radi-O-Sound Communications for alarm monitoring at the wellness center;
l $12,517 to the Trumbull County Engineer for two invoices;
l $854 to MNJ Technologies for a computer and monitor;
l $785 to the State of Ohio Treasurer for an annual sewage sludge fee;
l $765 to Pantalone Towing Inc. for the company's share of vehicles auctioned from the impound lot;
l $513 to White's Towing for the company's share of vehicles auctioned from the impound lot;
l Approved change orders submitted that were approved by the previous safety service director for general construction to the city building.

l $854 to MNJ Technologies for a computer and monitor;
l $1,745 to Youngstown Belt Railroad for the lease of sewer lines and tanks on railroad property;
l $2,000 to Pipelines Inc. for repair parts;
l $863 to Perigee for two telephones;
l $2,042 to Power Line Supply for materials;
l $3,190 to Pepco for a switch;
l $1,000 to Breathing Air Systems for an annual test for a machine;
l $1,542 to Brownstone Electric Co. for wire and bolts;
l $14,400 to A.P. O'Horo Co. for a sewer repair on Walnut Street;
l $800 to Advanced Tree Service for the removal of a maple tree and stump;

WHAT: Township trustee meeting March 14
PRESENT: Steve Gerberry, Marvin McBride and Gil Blair
Trustees:
l Will jointly apply for the Ohio Environmental Protection Agency mosquito control grant with the Trumbull County Combined Health District. Gerberry said the township is seeking $12,000 for the mosquito control spraying along roadways. He said officials also want to wait and see the results of a study to see if the spraying has any effect on the honeybee population. Officials said the spraying helps mitigate the potential for an outbreak of mosquito-borne viruses such as Zika, West Nile and La Cross Encephalitis;
l Will request the county engineer's office conduct a speed study on sections of Gardenland Avenue and Lakeside Drive to determine if the speed limit can be reduced from 35 to 25 miles per hour;
∫ Approved purchase of a 2017 Ford police interceptor utility vehicle at $27,113 from Lebanon Ford of Lebanon through the state purchasing program;
l Entered into an agreement with Rowley Rescue and Responses of Niles not to exceed $7,500 for purchase and installation of equipment for the new 2017 police vehicle and to utilize Ford Municipal Lease Purchases to finance the vehicle over a four-year term;
l Entered into an agreement with Inventive Designs of Mineral Ridge not to exceed $7,500 for necessary graphics for the new 2017 police vehicle;
l Entered into a mutual aid assistance agreement with area law enforcement in Trumbull and Mahoning counties for police protection;
l Approved fire Chief Randy Pugh attending the fire department instructor's conference in April in Indianapolis for updates on equipment, techniques and fire engineering;
l Approved a new trailer from Leonard Truck and Trailer of North Jackson. The trailer will be used for transporting the new off-road personnel mover at the McKinley Heights fire station at no cost to residents;
l Accepted resignations of part-time police officers Kegan Brady and Nicholas Grabosky, both of whom accepted full-time positions in Niles, and probationary firefighter Rebekah Logsdon;
l Will seek a 2017 scrap tire grant from the Geauga-Trumbull Solid Waste Management District;
l Announced the township's Easter egg hunt 2 p.m. April 8 at the community park and gazebo off state Route 46;
l Set spring cleanup May 15-19 with items to be placed at curbside;
l Announced all decorations must be removed from cemeteries by April 30 to prepare for Memorial Day;
l Announced the township received a $2,400 grant from the Geauga-Trumbull Solid Waste Management District for scrap tire collection May 15-19. There will be a limit of four tires per household;
l Announced the statewide tornado drill will be 9:50 a.m. today.

WHAT: Village Council meeting March 15
PRESENT: Scott Seitz, Ray Lewis, Richard Harvey, Michael O'Brien, Brian Klase, Brian Fisher and Mayor Marty Puckett
Council:
l Gave second reading to requiring a $100 annual fee for contractors doing work in the village to register and get a permit each year with the zoning department;
l Gave second reading for renewing a mutual aid agreement with law enforcement and police agencies in Trumbull and Mahoning counties for receiving and providing assistance when needed. Puckett said this is done annually;
l Gave second reading to a policy on prohibiting the cultivating, processing and retail dispensing of medical marijuana in the village;
l Announced the Easter egg hunt hosted by the McDonald Lions Club for noon April 8 in Woodland Park with an April 15 raindate.
