WARREN – The Warren City School District has earned statewide recognition for fiscal efficiency, cracking the top five in cost savings among the more than 300-member public entities of the Ohio Schools Council (OSC).

Warren City Schools ranked fifth in Ohio after saving $1.15 million across fiscal years 2024 and 2025. It is the only school district in Trumbull or Mahoning counties to place in the OSC’s top five.

The OSC, established in 1986, operates as a regional purchasing cooperative and operational support network. Owned and governed by its member school districts, universities, and local governments, the public entity is managed by an elected board of school superintendents to help districts maximize their resources.

"Our membership to the Ohio Schools Council enables us to be more competitive when securing prices for many district resources, such as utilities, school buses, bread, milk and other food service items all used every day schools in session," Warren Superintendent/CEO Steve Chiaro said.

The council determines its rankings by auditing utility and operational dollars districts save through joint purchasing and energy conservation programs. Warren City netted its vast savings by working with other school districts across the state through the OSC.

Additionally, Warren updated its infrastructure to scale back on wasted energy consumption and leveraged cooperative bids, outpacing all other regional peer districts in Trumbull and Mahoning counties. As a result, the school district was able to funnel the $1.15 million in savings directly back into its educational funds, a news release from the district states.
