WEATHERSFIELD- Township trustees have adopted a resolution that establishes procedures for the review and approval of meeting minutes, including allowing a trustee who was absent from a meeting to still approve and sign the minutes.
Township Administrator David Rouan said a trustee who was absent at a meeting asked if he still able to approve them in accordance with Ohio law and Ohio attorney general opinion. Rouan said the Ohio attorney general ruled that a board of trustees may establish the procedure for approving meeting minutes. The board of trustees also can establish the rules specifying whether a trustee who was absent from a meeting may subsequently vote to approve the minutes of that meeting.
The Ohio attorney general’s township handbook similarly recognizes the authority of trustees to establish procedures governing the approval of minutes by members who did not attend the meeting being documented. “The approval of the meeting minutes constitutes an acknowledgement acceptance of the written record as the official record of the board’s proceedings and does not necessarily constitute a personal certification by each approving trustee that the trustee witnessed or participated in every proceeding documented therein,” the handbook states.
“A trustee’s absence from the meeting being documented shall not by itself disqualify the trustee from making or seconding a motion to approve the minutes or from voting upon their approval. The trustees also can sign those minutes whether they were at that meeting or not,” the handbook states.
Also Tuesday, trustees reported the state audits for 2024 and 2025 reflect favorable results across the township’s financial operations and compliance areas. Trustees praised the work of Fiscal Officer Patrick Glunt and administrative assistant Sherri Glover for their work.
