• Donovan Norman, 21, Wheeling, W.Va., two counts felonious assault, failure to comply with order/signal of police officer, tampering with evidence, having weapons while under disability, improperly handling firearms in a motor vehicle, obstructing official business and resisting arrest.
• Kagan J. Myers, 20, Hazel Street, Niles, tampering with evidence, improperly handling firearms in a motor vehicle and obstructing official business.
