WARREN -- Dominique L. Dorsey, 37, of Anderson Anthony Road in Leavittsburg was indicted Thursday on several charges, including first-degree felonies involuntary manslaughter, aggravated vehicular homicide, aggravated vehicular assault and drunken driving in the June 17 crash that killed Sandra Swann, 66, of Cortland at U.S. Route 422 and state Route 5 in Warren Township.
An Ohio State Highway Patrol crash report states that Dorsey was trying to flee from Warren Police at the time of the 9:23 a.m. crash and that Dorsey's blood-alcohol level was 0.117, which is over the legal limit to drive in Ohio of 0.08.
It also estimates that Dorsey was traveling 106 mph when his car hit Swann's car in the front passenger side in an intersection. Swann's speed was estimated at 8 mph. It was a 45-mph zone.
The status of drug testing on Dorsey's blood is "unknown," according to an OSP report.
The involuntary manslaughter and aggravated vehicular assault charges each carry a prison sentence of up to 11 years in prison if convicted, though sometimes the penalty for such similar charges are served at the same time rather than one after the other.
Additionally, Dorsey was indicted on failure to comply with the order or signal of a police officer, which could result in several more years in prison if convicted.
A check of records at the Trumbull County Sheriff's office indicates that Dorsey has been booked into the jail about a dozen times since November of 2007.
Swann, of Portage Easterly Road in Cortland, retired as director of nursing for the Trumbull County Combined Health District and was instrumental in immunizing Trumbull County residents, especially during the COVID-19 pandemic, according to her obituary.
The crash report states that Dorsey was fleeing westbound on Route 422, and Swann was at the stop sign on Route 5 exit ramp to Route 422 and attempted to make a left turn onto Route 422 and was struck by Dorsey's vehicle, a 2020 Hyundai Santa Fe, a mid-size sport utility vehicle owned by a Warren woman.
After the collision, both vehicles came to rest on the right berm near the intersection, the report states.
The report states that Dorsey suffered suspected serious injuries, as did a passenger in his car, Tyrese Douglass, 17, of Ogden Avenue NW in Leavittsburg. Swann was pronounced dead at the scene. She was driving a 2022 Hyundai Kona, classified as a subcompact SUV.
Neither Dorsey or Douglass were using safety equipment, the report states. Swann was wearing a safety belt but was struck broadside.
Under "contributing circumstances" as to the cause of the crash, the report lists for Dorsey "unsafe speed." For Swann, no "contributing circumstances" are listed.
Both lanes of the ramp between the bypass and Route 422 were closed in both directions for several hours.
