LORDSTOWN -- A nearly $70,000 Road Use Maintenance Agreement grant will be used to cover some of the costs of resurfacing a section of Henn Parkway and Lyntz Road.
Village council at its meeting Monday approved proceeding with the $510,692 project to be done by Shelley and Sands Inc. of North Jackson. Officials said the RUMA funds are helping the village.
Mayor Jackie Woodward said the project involves paving 750 feet of Henn Parkway, which includes local businesses on the route. She said the 750 feet will be from Tod Avenue east and Lynytz Road from state Route 45 to Muth Road.
Woodward said she and village engineer Chris Kogelnik will meet with representatives of Eastgate Regional Council of Governments on the proposed Route 45 shoulder project.
Woodward said the preliminary meeting will see what can be done with the road shoulders on Route 45 that have become a road for vehicles going in and out of companies in the area.
"The travel lanes have been moved out onto the shoulders to make room for a turning lane in the center. The shoulders were not built for travel, which has created a concern. The lines were changed so now drivers use the shoulders for a travel lane," she said.
Woodward said they will see what funds are available.
Kogelnik said the village has received funding for projects in the past, but there will be no Ohio Public Works Commission funds available this year.
He said the village did not seek as many OPWC funds this year and encouraged officials to submit more applications for 2027.
"I feel the village should at least submit two per year," Kogelnik said.
Also, Woodward said the demolition of Kunkel Building off Route 45 will be delayed for another month as the utilities in the structure have to be addressed first.
Trumbull Neighborhood Partnership has worked with the village on bids for the demolition.
CHANGE IN LANGUAGE
In other business, officials received word from the Trumbull County Board of Elections that the 0.5% income tax levy issue for the fire department will appear on the November ballot.
Woodward said the issue is only asking voters to approve using funds from the levy to cover costs for a new fire building, and is not seeking new money. The levy was passed in 2023 and all that voters will be asked to do is approve a change in the language on what else the money can be used. The fire department asked for a 0.5% income tax levy that voters supported to generate an estimated $1.3 million that would allow the department to hire more full-time employees and take proactive measures in the years to come for replacing equipment and vehicles..
Also in fire department business, fire Chief Travis Eastham gave special recognition to police officer Ed Hawk who assisted the fire department at a structure fire at the Imperial Mobile Home Park July 2. He helped drive people to the hospital in an ambulance.
"He went above and beyond assisting at the fire scene. As we were fighting the fire, he volunteered to drive the ambulance. He did this to help while we saved lives. It took a lot for him to step up and do that," Eastham said.
Woodward said the fire department was short staffed that day.
MOBILE MARKET
Officials announced the Trumbull Mobile Market will be in the village 1 to 2 p.m. Thursday at the Imperial Mobile Home Park and 11:30 a.m. to 12:30 p.m. Aug. 13 at the administration building parking lot.
Planning/Zoning Administrator Kellie Bordner said she is concerned that the mobile market will not continue coming to the village because of the low turnout.
Councilman Jamie Moseley said if the mobile market had evening hours when more people can attend, it would get better attendance.
Bordner agreed, but said when she asked about the hours, she was informed the market is staffed by volunteers who do not work after regular business hours.
In other business, councill:
• Heard from police Chief Brent Milhoan the department applied for a grant for an ultra terrain vehicle that will require no local matching funds.
• Announced the moratorium committee will meet at 5:30 p.m. Aug. 27 at the municipal building.
