MECCA -- For the second time, township trustees will rebid the township hall project that has been scaled down.
Trustee Chairman Tom Domes said trustees decided at the July meeting to proceed with rebidding the project with several project adjustments made to the plans. Stephanie Holko from Phillips Sekanick Architects presented a revised floor plan for the building that better aligns within the township's budget.
Holko suggested trustees go out for bid with a scaled down design plan and if additional money becomes available, trustees can add a buildout as the project moves along in the construction process.
The following changes were made to the original plans:
• The front entry shed roof has been removed, and the concrete pad has been reduced to only the area required for the main entrance door.
• The exterior office door has been eliminated. The opening will be framed so that a door can be installed in the future.
• The third (interior) restroom has been removed. Sanitary piping and plumbing rough-ins will not be installed at this time. If additional funds become available, the rough-ins can be added through a future change order.
• The exterior door for the exterior restroom also has been removed, and an interior door added. The opening will be framed to allow for a future door installation. As a result, the restroom will be equipped with standard toilet and lavatory fixtures and accessories instead of the significantly more expensive vandal-resistant fixtures.
If and when the third restroom is built out, these standard fixtures can be reused, and the trustees can purchase the vandal-resistant fixtures directly, creating additional cost savings while also funding the future exterior door installation.
• The utility and storage room adjacent to the proposed third restroom also has been removed, with the potential for future build-out.
• The chain-link fence around the septic system will be included as an alternate bid item. This work also could be procured directly by the trustees to avoid contractor overhead and associated markup costs.
• One contractor had suggested that conventional stick-frame construction may be more economical than a pole-barn structure. This option will be included for consideration in the bid documents.
• The site plan will be revised to exclude approximately 400 cubic yards of fill to be placed outside the building foundation area, thereby removing the cost of this material from the contractor's base bid.
All flooring throughout the building will consist of sealed concrete.
Work that will be performed by the township includes trenching for all utilities and interior painting of the town hall
Trustee Christen Clemson said she received information from KO Consulting about additional funding ideas.
Clemson said an additional $100,000 in American Rescue Plan funds was received from the Trumbull County Commissioners on top of the $175,000 they already had dedicated.
Trustees said with the additional $100,000 in ARP funds, the township has $532,471, which includes $98,000 from the Ohio Department of Natural Resources capital improvement budget, $175,000 in ARP funds from the Trumbull County commissioners and $259,400 from the township.
Trustees said they expect the project to be done by the end of the year
Domes said the first time the project had to be rebid was because bids from contractors came in more than 20% higher than the engineer's initial estimate
Clemson said the Ohio Environmental Protection Agency has approved the National Pollutant Discharge Elimination System permit and the permit to Install for the septic.
Plans are to construct a town hall at Mecca Community Park near the pavilion.
Trustees would hold meetings and other community events there, and it also would house a daycare.
