Man accused of inducing panic at city festival
WARREN — A Warren man was arrested during the Trumbull County African American Heritage Festival Saturday evening after reports that he had a gun.
Robert Harvey, 52, pleaded not guilty to a charge of inducing panic in front of Warren Municipal Court Judge Natasha Natale Monday morning.
According to a police report, an officer standing in the area of West Market and Main streets was approached by a witness who said a man had a gun in his hand and a woman who asked if officers were going to do something about a guy with a gun.
They pointed out a man, later identified as Harvey, who was arguing with someone in the extremely large crowd, then putting his hand on his satchel around his neck as if he was pulling out a weapon, the report states.
Harvey continued to hold his satchel in a similar manner until the officer unholstered his weapon, approached him, told him to show his hands and repeatedly yelled at Harvey to remove his hands from the satchel until he complied.
Officers searched Harvey after detaining him, and no firearm was found. The report states he told a detective that he acted like he had a gun because three people were trying to “jump” him.
