County plans to pass jail contract with Warren

WARREN — The Trumbull Commissioners are expected on Wednesday to pass a proposed three-year contract with Warren to provide jail services in which the city will pay the county $500,000 this year, $515,000 in 2027 and $530,450 in 2028 to house its prisoners.

The new contract will be a substantial increase from the amount the city paid the county in 2025, which was $450,000. Warren has not paid the county any money to house its prisoners since the beginning of the year because a new contract had not been established.

Commissioner Denny Malloy at Tuesday’s weekly commissioners workshop questioned how much it costs to house prisoners in the jail and whether the amount Warren will be paying under this new contract will be sufficient to cover the cost.

Trumbull Sheriff’s Office Major David Bobby noted it costs approximately $100 per prisoner, per day. However, he added, he does not know how much the city has paid or if the amount will be sufficient.

One problem with calculating Warren’s costs versus the number of prisoners in the jail is some prisoners are in the jail on multiple charges from multiple agencies or are facing county level charges.

“It is difficult to know which community is charged for prisoners with charges from multiple jurisdictions,” Bobby said.

Malloy noted the commissioners have worked to make sure school districts are paying enough to cover all the costs associated with having School Resource Officers assigned to their schools.

“We should have the same standards in demanding the costs for housing prisoners,” he said.

Commissioner Rick Hernandez agreed with Malloy that it is important to somehow determine the costs of housing prisoners from Warren. However, he added, they should no longer delay the signing of this contract to house Warren’s prisoners so the county can collect money the city already owes it.

Also at Wednesday’s commissioners meeting, a Brookfield company is expected to be awarded the $569,000 bid to do the renovation of the Trumbull County Coroner’s Office at 640 N. River Road.

Three other companies provided bids for the project, including United Contractors, $659,800; Dawn Inc., $686,333; and Brock Builders, $709,000.

The bid does not include $125,000 that will be needed for the purchase of autopsy equipment. The coroner has been sharing the building with the Trumbull County Emergency Management Agency since 2024.
