Commissioners give Mecca $100K for town hall project

WARREN — The Trumbull County Commissioners on Wednesday approved providing Mecca Township trustees $100,000 in additional American Rescue Plan funds to be used to finance a new town hall and community center.

Trustee Christen Clemson on Tuesday passionately pleaded with the commissioners that if they did not provide additional funding for the town hall project, it would not get done. Clemson initially requested $175,000 from the commissioners to add to the $540,000 already obtained for the project from an earlier ARP allocation and a separate state grant, but commissioners asked if the amount could be reduced or if the project could be scaled back.

Clemson noted that the proposed town hall is very simple in design and will be 50 feet long and 32 feet wide.

Because the majority of the funds for the building are being financed with ARP funds, it must be completed before the end of the year.

Although Commissioner Tony Bernard expressed some concerns about providing what could be some of the county’s last ARP funds for this project, he was convinced by Clemson about the need for the project.

If any additional ARP funds become available because other projects come in under budget and return some of their funds, Bernard noted he would like to use those funds to provide the remaining $75,000.

In other action, commissioners:

• Approved a $10,250 proposal from Hunter’s Asphalt Services of Cortland to do repairs for the asphalt parking lot at the Trumbull County Emergency Management Agency’s future location at 773 Everett Hull Road in Cortland.

• Approved a three-year contract with Warren to provide space in the Trumbull County jail for persons charged and/or convicted of city-based criminal acts. The city will pay $500,000 for 2026, $515,000 for 2027 and $530,450 for 2028.

• Approved a $569,000 bid from Declan Construction, 7013 Warren Sharon Road, Brookfield, for the Trumbull County Coroner’s Office renovation project at 640 N. River Road.

• Approved a $201,418 professional services agreement with Environmental Design Group LLC of Akron to provide engineering services for the Trumbull-State Route 193 Pedestrian Safety Improvements in Liberty.

• Authorized the selection of Baker, Bednar, Snyder & Associates to provide professional services for the roof replacement project at the Trumbull County Adult Justice Center at $125,000.

• Authorized using $227,295 to purchase a Ford F600 4×4 service body crane truck from MTech of Cleveland for the county sanitation department.

• Approved the establishment of the Mineral Ridge Booster Pump fund for use by the Trumbull County Sanitary Engineer’s Office. Initial funding will be $160,000.

• Approved the creation of the Vienna Package Plant Conversion Project fund that will be used to design and convert a package plant to a force main station within the Trumbull County Metropolitan Sewer District. Initial funding will be $225,000.

• Established the creation of the B&K Package Plant Conversion Project fund that will be used to design and convert a package plant within the Trumbull County Metropolitan Sewer District. Initial funding will be $300,000.

• Authorized up to $227,651 to be paid to AECOM Inc. of Akron to provide technical services to design engineering work for the Vienna Package Plant conversion.

• Authorized up to $148,991 to be paid to AECOM Inc. of Akron to provide technical services for the Mineral Ridge Booster Pump Project.

• Accepted the retirement of Blake Peterson, a building inspector, effective Aug. 1.
