Liberty traffic stop turns into high speed chase

Austintown police arrest man at home

LIBERTY — A traffic stop that started as a citation for running a light became a high-speed chase Wednesday afternoon.

John Buoy, 49, of Youngstown, appeared in Girard Municipal Court on Thursday on a charge of failure to comply with a police officer’s order or signal, and pleaded not guilty to obstructing official business.

According to a police report, an officer conducted a traffic stop for a red light violation on Belmont Avenue near the Interstate 80 westbound ramp. The driver, identified as Buoy, told the officer he was cut off by another vehicle, which resulted in him running the red light.

The report states that the officer reviewed the footage in his cruiser’s dash cam, which showed Buoy actually cutting someone else off, noting that he was driving too fast for the road’s conditions, making the violation more egregious than initially assessed.

The officer returned to Buoy’s vehicle to issue a citation and confirm he had financial responsibility, his address and to get his contact information, but Buoy allegedly became argumentative and would not allow the officer to speak.

The report states Buoy suddenly put his window up to flee the scene, rounding the bend of the ramp onto I-80, causing a chase at speeds of at least 80 mph.

The officer terminated the chase due to the weather conditions and heavy traffic, but he estimated Buoy’s speeds to be 90 to 100 mph, cutting off multiple vehicles in the process, according to the report.

A little while after the pursuit ended, Buoy called dispatchers asking to speak with the officer or a supervisor, but he would not allow the supervisor to speak; instead arguing with him and was told to come to the police department to speak further, according to the report.

The report states Buoy was later detained at his residence by Austintown police, who transferred custody to Liberty officers.

Buoy is set to appear back in court April 8, court records show.
