City man set to appear in court on DUI charge

WARREN — A Warren man who refused to submit to a Breathalyzer test following a weekend traffic stop is set to return to court Friday.

Robert Gore, 43, appeared in Warren Municipal Court on traffic-related charges and pleaded not guilty to a fourth-degree charge of driving under the influence — his sixth one with a refusal since 2014, court records show.

According to a police report, an officer noticed a black Buick going at a high rate of speed through a 25 mph zone on West Market Street between York and Ohio Avenue, clocking it at 40 mph, noting that the vehicle did not have an operating rear license plate light.

The officer began pursuing the Buick, which turned onto Haymaker Avenue NW, but it ignored the officer’s lights and sirens and later came to a complete stop on Ward Avenue near Parkman Road.

The report states the driver, later identified as Gore, listened to the officer’s commands to get out of the vehicle, but refused to get on his knees — he grabbed his knees instead — and was placed in handcuffs.

The report states the passenger, Delano Fambro, 49, was ordered out of the vehicle and admitted to having a gun, and he also was placed in handcuffs.

Officers recovered a black Ruger handgun, which they noted was “loaded ready at hand,” and Fambro admitted to officers that he had a shot of alcohol, leading to his arrest on a charge of having weapons while intoxicated.

Officers spoke with Gore, who they said in the report had watery and glossy eyes, slurred speech and an “extremely hard time” following instructions and remembering things.

The report states Gore initially agreed to a field sobriety test, but refused to listen or follow the instructions provided by the officer on any of the tests.

The report states Gore then put his hands behind his back and told the officer to put his hands in cuffs, but made a point to say he was not refusing, despite refusing to conduct any of the tests. Gore also refused a Breathalyzer test, the report states.

The officer noted Gore’s OVI charge was his sixth with a refusal, after being charged and convicted of OVI in 2014, 2015, 2018, 2020 and 2025, according to the report.

Gore remained in the Trumbull County jail on his charges as of Tuesday night.
