Woman sentenced in fatal animal cruelty case
WARREN — A city woman received 45 days in jail and three years of probation for an animal neglect case that resulted in a dog having to be euthanized.
Stephanie Swegan, 54, of Oak Knoll Avenue SE, was sentenced Wednesday in Trumbull County Common Pleas Court to three years of probation and was sentenced to 180 days in the Trumbull County jail with 135 days suspended. She was taken immediately to the jail to begin serving her sentence.
The terms of her probation are that she not enter bars or other liquor establishments, that she verify all prescriptions with the Trumbull County Adult Parole Authority, complete 200 hours of community service, pay restitution of $321 to the Healthy Hearts and Paws Project on Martin Luther King Boulevard in Warren of at least $50 per month, obtain drug or alcohol assessment and comply with all recommendations, and pay a $20 per month probation fee.
She also was ordered not to own, possess and/or purchase any type of animal while she is on probation.
Swegan pleaded guilty earlier this year to one count of cruelty against companion animals. Her live-in boyfriend, Thomas R. Leimkuehler, 44, earlier this month was given a similar sentence after pleading guilty to the same charge. However, he will be on probation for two years.
The couple originally were charged with a fifth-degree felony, but it was reduced to a misdemeanor in exchange for their pleas, court records show.
The charges stem from May 10, when Warren police, responding to a call around 3:20 p.m. to assist a resident retrieving belongings, discovered a 10-year-old female dog, later named “Baby” by rescuers, in severe distress.
According to a Warren police report, the dog was found chained to a basement handrail, emaciated, dehydrated and lying on bloodied steps with a large, ruptured abdominal mass oozing infection. The area was littered with feces and urine, with no food or water available, and the stench of decay was overwhelming.
Veterinary tests revealed the dog’s body temperature was 93 degrees Fahrenheit, with a calcified mass indicating prolonged neglect. Because of her unrecoverable condition, the dog was euthanized.
Cooke, who runs the Healthy Hearts and Paws rescue in Warren, said it was one of the worst animal neglect cases he had ever seen.
