Children Services to seek levy renewal in November
WARREN — Trumbull County Children Services will be asking voters to approve a renewal of its 2-mill tax levy during November’s general election, according to a resolution passed by the Trumbull County Commissioners on Wednesday.
“This represents about 37% of our agency’s funding,” Rebecca Smeraglia, finance, Children Services, said. “This levy, in addition to our .8-mill levy voters approved last year, both of those levies together represent 50% of our total budget.”
The .8-mill renewal levy passed in November 2024 raises approximately $2.7 million per year. Its funding provides a significant portion of the agency’s operational budget.
In other business:
• Trumbull County has received an Ohio Specialized Transportation Program award of $436, 162 from the Ohio Department of Transportation for the 2026 fiscal year, according to Mike Salamone, transit administrator.
“This is about $100,000 less than we received last year,” Salamone told the commissioners during Wednesday’s meeting. “Applications for the award were highly competitive this year. There was more than $1 million awarded in this region.”
Trumbull has applied for and received these federal grant dollars during the last several years.
The money is primarily used for transportation for seniors and people with disabilities.
Western Reserve Transit Authority received a $450,525 award to purchase expansion vehicles, according to the award announcement. ODOT provided $11,600,454 in Ohio Specialized Transportation program awards across the state.
• Commissioners approved the acceptance of $360 from Trumbull County Auditor Martha Yoder, who is reimbursing the county for legal fees she has accumulated in connection to her fight against Bazetta Township in connection with its effort to be reimbursed for the auditor’s office mistakenly sending township revenues to a fake online bank account.
• Gary Shaffer, Trumbull County Engineer’s office, announced the closure of Perkins Jones Road, located between Hoagland Blackstub and Larchmont Avenue, from July 14 through Sept. 19, for the expansion of sanitary sewers in the area. Repaving of the road will take place in the fall, after the sewer is placed.
Through traffic will be diverted to state Route 82.
Property owners in the area will receive new sewer lines at no cost to them, other than connecting their properties to the new sewers
Six-inch laterals will be placed from the new sewers to the property lines of homeowners, according to Gary Newbrough, Trumbull County Sanitary Sewer director. Once the sewers are in place, property owners will have up to six months to have their properties connected and to eliminate their septic systems.
It is estimated that 26 homes will be affected by the installation of new sewer lines.
• Commissioners voted to place 29 county-owned buildings into the Trumbull County Natural Gas Aggregation program conducted by Constellation New Energy-Gas Division from August to March 2026. The county will pay $3.99 per MCF.
• Foust Construction Inc., 1700 Wilson Ave., Girard, has been awarded a $112,096.60 contract to place concrete sidewalks, curb ramps, and crosswalks along the west side of state Route 193 on Belmont Avenue, between state Route 304 and the Giant Eagle.
