Repeat offender convicted of killing girlfriend in Niles

WARREN — A Trumbull County inmate convicted of murdering his ex-girlfriend in a Niles apartment was denied parole by the Ohio Adult Parole Authority.
Felix Brown, 66, will continue serving a life sentence, currently being held at Grafton Correctional Institution. His next parole hearing is scheduled for December 2027.
Brown was convicted in 1995 for the murder of his girlfriend, Monica Brandon.
Prosecutors said Brown shot Brandon in the forehead during an argument at his Niles apartment on Feb. 24, 1995. Brown claimed the shooting was accidental, but prosecutors argued he killed her in a fit of jealousy after learning she was dating other men.
During the trial, Brown admitted to lying to a 911 dispatcher, initially claiming robbers had killed Brandon. In October 1995, the late Trumbull County Judge Mitchell F. Shaker sentenced Brown to 18 years to life in prison for murder and having a weapon while under disability.
A repeat offender, Brown has a lengthy criminal history, including prior prison terms for breaking and entering, receiving stolen property, forgery, drug possession and drug trafficking.
Brown has also petitioned the U.S. Supreme Court, alleging constitutional violations, including 6th and 14th Amendment infringements, and due process abuses. His appeal follows a trial court denial of his motion for a new trial, filed more than 25 years after his conviction.
Brown will remain in prison as he awaits his next parole hearing in 2027.
