LIBERTY -- Trustees have asked an East Liverpool man to provide them with proof of his plans to clean up his township property within the next two weeks.
Owner Angelo Silvestri challenged a demolition order issued for the property at 2018 Pleasant Valley Road after Monday's meeting. He told trustees during a public hearing that he would rather attempt to improve the property himself to later sell it, rather than have it demolished.
"It won't be done in four months," Silvestri, a contractor, said. "But it will be under construction. Actually, in four months, it will be under roofing, and plumbed, with electricity."
Trustee Devon Stanley confirmed with Silvestri, "It will at least check off all of these boxes."
Silvestri explained to trustees that he lives an hour and 15 minutes away; therefore, he assumed that the grass was at least taken care of because someone told him that they would do so.
Trustees asked him to come up with an estimate for the 2-acre property's value, cost of improvements and plans for improvement within the next two weeks, after speaking with the Trumbull County Health Department about salvageability.
"Check with the health department about the septic, as number one," said trustee Greg Cizmar.
Silvestri said he previously had a meeting with the health department in which the septic tank on the property was discussed.
"You're going to have to get a plan," said Law Director Cherry Poteet. "Then trustees will have to approve that plan. And if they do, then you will get something saying you have time."
"Just get your stuff together," Cizmar added.
The property was declared by the Trumbull County Board of Health as unfit for human habitation during a meeting on Nov. 15. A letter also was sent in the mail to Silvestri on April 22, notifying him of the order to demolish the property and his right to request a hearing.
The township received a letter back from Silvestri on May 3, requesting a hearing. Photographs of the structure were also taken by Zoning Inspector Jim Rodway, and used as evidence during the hearing.
The Trumbull County Land Bank, if granted through the state of Ohio, will demolish the property if improvements are not made.
Trustees also hired Alec Coman, Bryan Harris, Erik Lyszaz and Dylan Campbell as probationary full-time firefighters for the Liberty Township Fire Department. Paramedic / firefighters are now hired at $21 per hour and EMT / firefighter at $20 per hour. Lateral transfers with experience may have a higher rate based on experience.
