Warren resident indicted in shooting of 9-year-old girl

Newton Falls raid leads to more than 30-count indictment

WARREN — A Trumbull County grand jury on Thursday returned 49 indictments, including one sealed case.

A 22-year-old Warren man has been indicted in the shooting of a 9-year-old girl earlier this year.

Say’Quan Parks, 22, of East Avenue SE, was arrested in June and now faces charges of seven counts of felonious assault with firearm specifications, two counts improperly discharging firearm at or into habitation with firearm specifications and improperly handling firearms in a motor vehicle.

Parks will be arraigned on the indicted charges Tuesday.

The shooting caused the injuries sustained by A’Kasha Taylor-Robinson, 9, as she slept on her couch at a home in the 800 block of Kenilworth Avenue SE.

A’Kasha initially was taken to the trauma center at St. Elizabeth Youngstown Hospital, and was later transported to Akron Children’s Hospital.

Her mother, Misti Taylor, at the time of the incident, said the bullet lodged in her daughter’s arm and shattered the bone. The girl underwent surgery in Akron to repair the damaged arm and remove the bullet. Taylor said a 9-inch pin was inserted into her daughter’s arm to hold the bone together and allow it to heal. She was released from the hospital after a few days.

Also indicted Thursday was Steven J. Billock, 39, of Grant Avenue, Newton Falls, on charges of rape with sexually violent predator specification, attempted rape with sexually violent predator specification, five counts pandering sexually oriented matter involving a minor, three counts of gross sexual imposition with sexually violent predator specification and 21 counts of illegal use of minor in nudity-oriented material or performance.

Billock was arrested in late June following a raid by several law enforcement agencies at a home in the 2300 block of Grant Avenue. A news release from the Trumbull County Sheriff’s Office at the time stated that “numerous pieces” of evidence were collected during the search of the home, and Billock was arrested on a warrant unrelated to the investigation.

The search warrant was obtained by the sheriff’s office on June 29 after receiving an investigative tip from the Ohio Internet Crimes Against Children unit.

A collection of law enforcement agencies carried out the search, including the FBI Violent Crimes Task Force, Homeland Security, Cuyahoga County ICAC, Howland Police Department, Liberty Police Department and the Mahoning Valley Crisis Response Team.

An 8-year-old was taken into custody by Trumbull County Children Services after he was found during execution of the search warrant. The release states that the child was placed into foster care.

The following felony indictments were made, with arraignments set within two weeks in the courtrooms of one of four Trumbull County Common Pleas judges:

• Ryan J. Jones, 39, Smithsonian Street, Girard, domestic violence, felonious assault;

• Joseph P. Shurtleff, 32, Thalia Avenue, Youngstown, two counts of misuse of credit cards and two counts receiving stolen property;

• Adrra Franklin, 30, Burlington Street, Youngstown, possession of fentanyl-related compound;

• Candace R. White, 40, Tod Avenue NW, Warren, aggravated possession of drugs and having physical control of a vehicle while under the influence;

The following misdemeanor cases were remanded to a lower court:
