WARREN -- The cost to stop the deterioration of the roof on the Trumbull County Board of Elections building is expected to be $84,786 more than originally projected because the damage is more extensive than first thought.
Commissioner Denny Malloy questioned how the level of damage was not seen before the original bid of $454,044 was accepted.
"Our consultant and ourselves did six tests," Mike Sliwinsky, the head of the county's building department, said. "That is what we started the bid with."
When Boak & Sons Roofing, which won the bid, began work, they contacted the county to inform them that the roof replacement system planned would not work.
"That's when they proposed an adhered system," Sliwinsky said. "We are at an impasse on the price. My recommendation is we move forward."
Because of the impasse on the price, work on the roof has been delayed for 45 days.
Sliwinsky noted the higher bid still is less than the next lowest bidder.
Sam Boak, owner of the company, said the price of material has increased since they won the bid.
"We purchased material before prices increased," he said. "We wanted to complete the job at the lowest price. We are holding our prices down as much as possible."
The project is being paid for with American Rescue Plan funds. Sliwinsky said his department has been carefully following all ARP rules. The engineer's original estimate for the roof was $770,000. It was approved by the county's attorney who reviews ARP requests.
Sliwinsky said the county also is having Boak & Sons add a roof hatch so workers can get to the roof from inside the building. Commissioners are expected to vote today on whether to approve the increased cost of the project.
