Warren man surrenders after standoff

WARREN -- A Warren man surrendered late Wednesday afternoon following a four-hour standoff that began after police attempted to arrest him on a parole violation.
An officer on patrol had spotted Wayne Perry, 31, of Forest Street NE, who was wanted on a parole violation warrant, in the area of Vine Avenue. Perry attempted to evade police on a motorcycle before leading the officer on a brief foot chase, according to police.
Warren police Capt. Robert Massucci said a brief scuffle ensued between the officer and Perry, leaving the officer with minor injuries.
The officer, whose name wasn't released, was taken to the hospital by ambulance for treatment.
Police dispatch stated that 10 police units responded to the area about 2:30 p.m.
By 2:45 p.m., a large police presence of SWAT and mobile command units had arrived as well. Officers from neighboring communities also assisted.
Both ends of Vine Avenue were blocked as officers tried to reason with Perry, who police said was inside the home with at least two people.
Throughout the exchange, Perry was communicative and responsive toward the negotiator but still refused to leave the home, Massucci said.
Perry's family arrived and watched the standoff unfold from a home diagonal from the corner home where Perry was holed up.
About 6:30 p.m., Perry stepped out the back door of the home with his hands raised and peacefully surrendered to police as they moved in to detain him. At least one woman was brought out the front door of the home.
As his mother and family watched the moments when he gave up, Perry looked over to them and said, "I love y'all."
Afterward, Massucci said he was relieved that situation came to a peaceful end.
"It's about being human talking normal to them and explaining that things aren't as bad as they seem, and he came out with his hands on his head, allowed us to cuff him, so it went how we told him it would go," Massucci said.
