$7.5 million project planned in Champion
Conditional use approved for light manufacturing
CHAMPION — Champion Township’s zoning board approved a conditional-use permit for a $7.5 million project that includes construction of a 106,000-square-foot building on 10 acres, with jobs for 30 people.
Bral Corporation would bring light manufacturing to the area of Research and Educational parkways and needed the zoning permit.
Champion trustees, who attended the zoning meeting, previously had held a public hearing to approve the conditional use in that area.
Bob Kruppa, an engineer with Advanced Professional Engineering Services working with Bral, said the company makes parts and materials for the railroad industry, and bumpers and other parts for United Parcel Service vehicles and other delivery services.
Kruppa said trucks will be delivering to the company during daytime hours, not in the evening or overnight. He said there will be between eight and 10 trucks per day.
The board asked for signage so the trucks know what direction they need to go in and out of the company.
Kruppa said the company will look to avoid the 7:30 a.m. and 2 p.m. times when the nearby Trumbull Career and Technical Center has students arriving and leaving for the school day.
The board looked over the company’s landscaping and building plans.
Trustee Doug Emerine said trustees are pleased that a company is locating in the township to provide jobs and property tax.
Kruppa said with construction work this summer, the building should be done by early 2024 and open in the spring.
He said 100,000 square feet will be for manufacturing and 6,000 for office space.
Trustee Rex Fee said the township has not had a large company come in for some time.
In May, trustees approved adding “light manufacturing” as a permitted conditional use in the zoning code.
The light manufacturing would be allowed for seven parcels of 231 acres off Research Parkway. Officials said public utilities are available for this type of development.
Bral Corporation also has an operation located at 261 N. Park Ave., Warren.
Kruppa said only LED lights will be used on the property, and it will not spill over the property line. Emerine said Champion is in the Youngstown Air Reserve Station area, and lighting restrictions already exist.
Emerine said he is not sure what the tax valuation will be, but said it will be something — compared to no funds from Kent State University at Trumbull. He said workers will pay taxes, as will the company.
