WHAT: Commissioners meeting on Wednesday
PRESENT: Denny Malloy, Niki Frenchko and Mauro Cantalamessa
The board:
• Received petitions for a waterline signed by owners of lots and lands situated on Warren Meadville Road beginning at the intersection of Durst Colebrook Road and ending 2,200 feet north, and from owners of lots and lands on Elm Road, beginning at the intersection of Beaver Trail and ending 8,100 feet north in Bazetta;
• Approved the employment of Anthony Siciliano as draftsperson with the sanitary engineer's office beginning March 27 at a rate of $19.82 per hour;
• Received a resolution passed by the Brookfield Township trustees on Dec. 5, 2022, and a letter dated Jan. 17 requesting that the Brookfield No. 10 Bridge be renamed the Vietnam Veterans Memorial Bridge in honor of Marine Lance Corporal McArthur Coleman, Army PFC Paul E. Good and Army Staff Sergeant Martin Walker Jr., all of whom are Brookfield natives who died during service in the Vietnam War. A public hearing date will be set for the name change;
• Approved the sick and conversion plan for non-bargaining employees with at least 25 years of service in the county engineer's office. Under this plan, employees can earn 80 hours of sick leave and 40 hours of vacation leave in a year;
• Approved granting special hauling permits to move overweight equipment on county roads to Diamond Steel Construction Company and Pioneer Heavy Haul, Inc.;
• Approved granting special annual supplier fleet permits to transport aggregate, concrete, construction goods or other like materials, not to exceed 80,000 pounds, to James E. Mateyko, Inc. and Foust Leasing, Inc.;
• Approved granting a right-of-way permit to Dominion East Ohio;
• Approved the resignation of Scott Brush, Lisa Taddei and Stephen Telego Sr. from the Workforce Development Board of Trumbull County effective March 31;
• Authorized Malloy as president of the board to execute a subgrant for the TAG Law Enforcement Task Force;
• Approved the promotion of Chelsea Costello as an administrative assistant with the Trumbull County Department of Job and Family Services effective March 20 at a rate of $23.96 per hour;
• Approved the hiring of Christina Stein as a journal clerk with the commissioners office effective March 27 at a rate of $18.39 per hour;
• Approved awarding a one-year contract to Lyden Oil Company of Youngstown for supplying gasoline and diesel fuel to Trumbull County;
• Accepted and approved a petition with Skyline Developers, LLC to create a drainage district to be known as the Forest Hills Estates Drainage District in Howland;
• Approved awarding the proposal submitted by Quality metal Works, Inc. of North Jackson to install new safety railings in the grandstands at the Trumbull County Fairgrounds;
• Awarded a quote from Pro Flooring of Warren for phase two of carpet replacement at the Trumbull County Stone Building for $9,711;
• Awarded the lowest proposal submitted by Comfort Systems, USA of Oakwood Village for the replacement of the rooftop air conditioning and heating unit at the Trumbull County Fairgrounds office building for $11,940;
• Heard a motion made by Frenchko that did not receive a second to require all meetings by the board of commissioners to be properly noticed with their stated purpose in accordance with sunshine laws;
• Heard a motion made by Frenchko that did not receive a second to eliminate the $8,600 per month position of interim human resources director, as a full-time director started March 20;
• Heard a motion made by Frenchko that did not receive a second to reserve $ 7 million of American Rescue Plan funds for projects with the northern townships, southern townships and small villages. Cantalamessa and Malloy said they wanted to have a meeting to discuss ARP funds before reserving any funds.
