Warren woman indicted in crash

WARREN -- A Warren woman was indicted by a Trumbull County grand jury on Wednesday on aggravated vehicular assault and two OVI charges connected to a three-vehicle crash on Elm Road NE in early January that severely injured one person.

Jamie Franks, 32, of Freeman Street NW, will be arraigned within the next week in Trumbull County Common Pleas Court.

If found guilty of the third-degree vehicular assault charge, she could face as much as three years in prison. The two OVI charges are first-degree misdemeanors that each carry up to six-month jail terms. She also could face a lengthy driver's license suspension.

The case has been assigned to Judge Sean O'Brien.

Franks has been freed after posting a $21,000 bond set in Central District Court.

One person involved in the Jan. 3 crash had to be taken to St. Elizabeth Youngstown Hospital to be treated for injuries to the head and spine. A Bazetta police report said the man, identified as Ji Juan Darrington, 22, was thrown into his back seat and was acting frantic at the scene, yelling: "Everything is on fire; I can't feel my legs."

Later, medical personnel at the hospital said Darrington had a major concussion and could be paralyzed from the waist down.

The woman driver, identified as Franks in the report, struck Darrington's car from behind, and she told authorities the vehicle in front of her suddenly hit his brakes. The report stated Darrington's vehicle stopped because the vehicle in front of him was stopped to make a turn. The impact from the crash pushed Darrington's vehicle into the vehicle making the turn.

No other injuries were reported.

Franks failed a field sobriety test and later was given a blood test at the Ohio State Highway Patrol post in Southington, where she posted a 0.169 blood-alcohol content, the report states. In Ohio, the blood-alcohol limit for motorists is 0.08.

Two secret indictments were included in the report. The other people indicted for felonies by the grand jury, included:

• Adonis A. Gantt, 38, 282 Willow Drive SW, Warren, escape;

• James D. Spitler, 24, 3438 Hoagland Blackstub Road, Bazetta, escape;

• Jeffrey E. Roe, 35, 26709 Club Drive, Madera, California, possession of marijuana;

• Kelly E. White, 27, 4527 Sequia Road, Fresno, California, possession of marijuana;

• Jaquane D. Peavy, 27, 220 E. Prospect St. Girard, having weapons while under disability;

• Laniyah Decembly, 20, 82 Terrace Drive, Youngstown, two counts forgery;

• Moesha V. Parks, 26, 1391 Southern Blvd. NW, Warren, possession of heroin, possession of cocaine, aggravated possession of drugs and possession of fentanyl-related compound;

• Hannah M. Brown, 21, 6881 Lockwood Boulevard, Apt. 219, Boardman, failure to comply with order or signal of police officer;

• Anthony Cioffi, 59, 1194 Parkman Road NW, Warren, failure to notify sheriff of change of address;

• Joshua J. Pastore, 44, in care of Trumbull County jail, domestic violence;

• Timothy L. Goett, 55, 427 Ohio St. NW, Warren, possession of fentanyl-related compound;

• Kyle Vansteenburg, 31, in care of Trumbull County jail, failure to notify sheriff of change of address;

• Kevin O. Moore, 35, in care of Trumbull County jail, domestic violence;

• Kimberly Ervin, 53, 757 Austin Ave. SW, Warren, possession of cocaine and possession of fentanyl-related compound;

• Michael A. Wilson, 35, 959 Tod Ave. NW, Warren, receiving stolen property;

• Mark C. Meadows, 31, in care of Trumbull County jail, aggravated possession of drugs;

• Denny Lee Adkins, 44, in care of Trumbull County jail, felonious assault;

• Richard LaBooth Jr., 45, 855 Compton Lane, Youngstown, domestic violence;

• Michael Zarlingo III, 61, 348 Idaho Ave., Girard, possession of fentanyl-related compound and possession of cocaine.

The following misdemeanor cases were remanded to lower courts:

• Michael T. Mrus, 33, in care of Trumbull County jail, inducing panic, making false alarms and aggravated menacing;

• Nicholas Phillips, 35, 1497 Mae Drive Apt. 4, Stow, domestic violence;

• David A. Seiple, 65, in care of Trumbull County jail, three counts aggravated menacing.

The following cases were no billed, or not indicted by the grand jury:

• Mary S. Bratton, 52, 228 Euclid Blvd., Liberty Township, second-degree complicity to possession of drugs, two counts, fourth-degree complicity to possession of drugs, seven counts fifth-degree complicity to possession of drugs; three counts misdemeanor complicity to possession of drugs, complicity to possessing dangerous drugs and complicity to illegal use or possession of drug paraphernalia;

• Thomas R. Hilty, 38, 164 W. Second St., Niles, theft;

• Kalen T. Simpson, 26, 1679 Norwood Ave., Warren, having weapons while under disability and improperly handling firearms in a motor vehicle;

• Ashley N. Batton, 33, 140 Bane St. SW, Warren, possession of heroin;

• Roe, second-degree trafficking in marijuana;

• White, second-degree trafficking in marijuana;

• Mrus, making terroristic threats;

• Cioffi, duty to register;

• Pastore, felonious assault;

• Vansteenburg, duty to register;

• Phillips, domestic violence;

• Seiple, three counts aggravated menacing.
