Drugs and custody issues lead to arrest

GIRARD — A Youngstown woman was arrested in Girard after officers responded to a disturbance involving a child.

Lindsey Pugh, 32, of 2814 Vestal Road, was arrested Wednesday on misdemeanor charges of OVI with a minor child in the vehicle, disorderly conduct, endangering children, assault and criminal mischief.

Officers were called to 267 Forsythe Ave. where they found Pugh screaming and trying to pull an 18-month-old child from one of the three other people at the scene. A police report states she was screaming at the other people and using profane language.

Pugh told officers she has full custody of the child but the child’s father, Alvin Flick, who also was cited for disorderly conduct, was refusing to give the child back. Flick previously was granted visitation from Pugh.

Officers found Pugh to be under the influence of a drug as “her movements were delayed as well as her speech. Her speech was slurred at times as well,” the report states. Pugh told the officers she consumed suboxone, a prescription of hers.

After speaking with Pugh, officers spoke to the woman originally holding the child. They were told the argument started over Pugh being under the influence and attempting to leave with the child.

According to the report, officers observed new damage to that woman’s vehicle. Officers matched the damage to the damage of Pugh’s vehicle as well.

The woman continued that Flick attempted to block Pugh from leaving, and the child was removed from Pugh’s car out of fear for the child’s safety. The woman then claimed while holding the child, Pugh struck her in the face and head, the report states. The woman told police she wanted to press charges.

During the conversation between the woman and officers, commotion occurred outside as Pugh and another individual were yelling at each other. Pugh then was handcuffed and placed in a police vehicle.

Supervising officer Sgt. Joe Malvasia contacted Trumbull County Children Services but was redirected to Mahoning County Children Services regarding the case. The report cites an open case with Mahoning CSB and the agency advised the child should stay with the woman who was holding the child, with permission from Flick. The agency said it would do a follow-up investigation.

At the police department, Pugh was informed her driving privileges are now suspended and her license was seized. Before being released with her charges, she admitted to using her vehicle to hit the other woman’s vehicle.

Pugh is due before Judge Jeffrey Adler in Girard Municipal Court on Tuesday.

According to jail records, Pugh has twice been booked into Trumbull County jail in the past for drug-related charges.
