Police charged Richard on Monday afternoon in Mahoning County Court, Austintown, with murder. He also is charged with having weapons while under disability (felon with a weapon), according to court records.

Richard has been in Mahoning County jail since Friday for a parole violation.

Since 2010, Richard has been charged with resisting arrest, obstruction, domestic violence, disorderly conduct, burglary, twice for felonious assault, several weapons under disability charges and improperly handling of a firearm in a motor vehicle, according to county and Youngstown court records.

According to a witness and a 911 call sheet, Davis was shot in the throat around 9:50 a.m. Friday.

A witness said she heard shots and then saw Davis come out of the apartment building and eventually end up lying face down in the grass by the building. He then was taken to St. Elizabeth Youngstown Hospital and was pronounced dead.

The 911 call sheet states that the shooting happened in Apt. 7 of the building where bullets were noticed on the ground by police officers as well as blood on the concrete steps outside. According to a neighbor, Davis was visiting a woman when the shooting occurred.

Before police were at the apartment complex Richard was gone. According to the call sheet, he last was seen eastbound on Burkey Road in a new-model black Cadillac SUV with tinted windows, chrome wheels and no license plates.
