Howland man gets two years in prison
WARREN — A Howland man, who was charged with a felony after being found in early May with a 5-inch shank at the Trumbull County jail, was sentenced to two years in prison in an unrelated domestic violence case.
Kevin L. Rigg, 25, of 2075 Weir Road NE, pleaded guilty Thursday to charges of domestic violence and having a weapon as a felon. Judge Ronald J. Rice pronounced Rigg’s sentence, which was part of a plea bargain agreement with prosecutors.
The charges stem from a Jan. 17 incident in which Rigg was accused of holding a 28-year-old woman against her will in a house in the 900 block of Bane Street in Warren Township. Witnesses to that incident said the man was “high” on methamphetamine, according to the Warren Township police report. Prosecutors also said the man held a shotgun on the woman, who was his live-in girlfriend. Prosecutors said Rigg had four other domestic violence cases since 2017.
In court Thursday, Rigg admitted to Rice that he has been a meth addict for two to three years.
“I am sorry to the court,” he told the judge.
Rigg still faces a felony charge of possession of a deadly weapon while under detention in connection to a May 7 incident at the jail. That third-degree felony case is proceeding in the court of Judge W. Wyatt McKay, with Rigg on July 22 waiving his right to a speedy trial for 90 days. The next hearing is set for 8:30 a.m. Wednesday.
Jail administrator Maj. Dan Mason said Rigg intended to use the weapon, which looked to be fashioned out of sharpened metal and wrapped in a brown towel. Rigg has been housed in jail since Jan. 17, jail records state.
Rigg was credited with saving a boy from drowning Aug. 12, 2019, at the pool at the Royal Mall apartments in Niles. According to reports, Rigg spotted a boy go under the water and not come up, so he pulled him out of the pool and performed CPR efforts on the youngster until medics arrived. By the time first responders arrived, the report states the boy was awake.
